海南省副省長(zhǎng)陳成23日在海南省四屆人大常委會(huì)十八次會(huì)議上透露，海南正加快推進(jìn)海南國(guó)際旅游島建設(shè)優(yōu)惠政策的落地，明年初海南有望開(kāi)始執(zhí)行境外游客退稅政策和實(shí)施離島免稅政策。

The? offshore duty-free policy for Hainan has been completed and submitted to relevant departments for approval, said Chen Cheng, vice governor of Hainan province on the 18th Conference of the Fourth Standing Committee of the NPC of Hainan. This means that the specific regulations of the policy have basically been confirmed.
海南省副省長(zhǎng)陳成在海南省四屆人大常委會(huì)十八次會(huì)議上稱，海南離島免稅政策已經(jīng)制定完成并提交相關(guān)部門審批。這意味著該政策的具體條款已經(jīng)基本確定。
在上面的報(bào)道中，offshore duty-free policy就是“離島免稅政策”，也就是國(guó)際游客只要出示離島機(jī)票就可以在海南境內(nèi)購(gòu)買一定限額的物品，出境時(shí)不用繳稅。海南將建設(shè)duty-free shopping mall（大型免稅購(gòu)物商場(chǎng)），吸引international big-brand discount shops（國(guó)際知名品牌折扣店）進(jìn)駐海南。
此外，明年年初還將可能實(shí)行tax refunds to overseas tourists（境外游客退稅）政策，tourists groups from 26 countries（來(lái)自26國(guó)的旅游團(tuán)）還將享受 visa-free access to Hainan（入境免簽待遇）。
