查處黑車本是一件好事，但若是為了多得罰款，而安排“釣鉤”進(jìn)行“釣魚執(zhí)法”，讓好心的正當(dāng)車主“被釣魚”，可就另當(dāng)別論了。近日，上海陸續(xù)出現(xiàn)涉嫌“釣魚執(zhí)法”的爭議或訴訟，雙方各執(zhí)一詞，但我們相信真相終究會(huì)大白于天下。

上海浦東新區(qū)的城管人員稱，地方交管人員在調(diào)查黑車非法營運(yùn)時(shí)，沒有誘捕這位貨車司機(jī)。但孫先生（貨車司機(jī)）認(rèn)為這很明顯就是一起“釣魚執(zhí)法”案件，并“感到非常惱怒和受辱”，他自斷手指以抗議所謂的“釣魚執(zhí)法”行為。
報(bào)道中的entrapment就是指“釣魚執(zhí)法”，指在掌握一定證據(jù)的同時(shí)，為了抓獲已知犯罪嫌疑人，而通過“誘惑”方式，以利引之，使其落網(wǎng)。如裝扮成乘客搭乘illegal cab（黑車），在司機(jī)收取費(fèi)用時(shí)將其抓獲的行為。
Entrap在這里表示“誘捕，使入圈套、陷阱等”，誘使某人（做某事），則用entrap somebody into doing something.來表示，例如He felt he had been entrapped into marrying her. （他覺得和她結(jié)婚是上了當(dāng)。）
