根據(jù)方案，參加改革的醫(yī)療機(jī)構(gòu)將全部取消掛號(hào)費(fèi)和診療費(fèi)(registration and treatment fees)，設(shè)立醫(yī)事服務(wù)費(fèi)。以三級(jí)醫(yī)院為例，門診醫(yī)事服務(wù)費(fèi)從普通門診(outpatient)50元到知名專家100元不等，醫(yī)保報(bào)銷40元(medical insurance will cover RMB40 of the fee)，北京市醫(yī)保參保人員報(bào)銷不受起付線和封頂線限制。

北京市衛(wèi)計(jì)委主任方來英表示，此次改革旨在破除"以藥養(yǎng)醫(yī)"的體制(the system of covering hospital expenses with drug sales)，從而實(shí)現(xiàn)"醫(yī)藥分開(separate medical treatment and drug sales)"，降低病患就醫(yī)成本。據(jù)衛(wèi)生部門測算，北京全市醫(yī)療費(fèi)用總量將保持平衡(remain balanced)，患者費(fèi)用負(fù)擔(dān)沒有增加(no increased burden on patients)。
