針對(duì)過(guò)熱的土地市場(chǎng)，國(guó)土部再次重拳出擊，頒布“國(guó)19條”，詳細(xì)規(guī)范了土地買賣及交易行為，同時(shí)表示將進(jìn)一步確保保障房、棚戶區(qū)改造、及自住的中小套型住宅用地的供應(yīng)。
"We will strive to guarantee that land used for low-income housing, for rebuilding shanty areas and for self-occupied small- or medium-sized houses accounts for more than 70 percent of the overall supply," said Liao Yonglin, director of the ministry's Department of Land Use and Administration.
國(guó)土資源部土地利用管理司司長(zhǎng)廖永林說(shuō)：“我們將努力確保保障性住房、棚戶區(qū)改造，以及自住的中小套型住宅用地占到全部土地供應(yīng)的70%以上?！?/p>
文中的rebuild shanty areas就是指“棚戶區(qū)改造”，shanty area就是“棚戶區(qū)”，指的是城市中結(jié)構(gòu)簡(jiǎn)陋，抗災(zāi)性差，居住擁擠，功能差，居住環(huán)境差的房屋集中地，某些urban fringe area（城鄉(xiāng)結(jié)合部）也存在這種情況。
此次國(guó)土部還規(guī)定， 開(kāi)發(fā)商需支付的guarantee payment for the bidding（競(jìng)買保證金）不得低于土地出讓價(jià)的20%。此外，land hoarding（囤地）也將受到嚴(yán)懲。今年，國(guó)土部還將重點(diǎn)清查houses with limited property rights（小產(chǎn)權(quán)房）。
