國(guó)務(wù)院近日發(fā)布“新36條”，文件指出進(jìn)一步拓寬民間投資的領(lǐng)域和范圍，鼓勵(lì)和引導(dǎo)民間投資進(jìn)入實(shí)體經(jīng)濟(jì)。如果“新36條”能夠很好地貫徹落實(shí)，將起到抑制資產(chǎn)泡沫的作用。

The central government released guidelines on further encouraging private investment in a wider range of key industries, a move indicating the authorities are placing more importance in private investment's role in sustaining economic growth.
中央政府近日發(fā)布關(guān)于進(jìn)一步鼓勵(lì)民間資本在更多關(guān)鍵領(lǐng)域投資的指導(dǎo)意見。此舉意味著政府將更加重視民間資本在經(jīng)濟(jì)可持續(xù)發(fā)展中的角色。
文中的private investment就是指“民間投資”，也稱為non-state investment。Private在這里表示“私營(yíng)的，民間的”，例如如今在經(jīng)濟(jì)發(fā)展中扮演重要角色的private enterprise（民營(yíng)企業(yè)）。此次文件的一大亮點(diǎn)是民間投資獲準(zhǔn)進(jìn)入“壟斷行業(yè)”，下面我們就來看看“壟斷行業(yè)”該怎么表達(dá)。
He said the government would deepen the reform of income distribution system of monopoly industries, and set strict standards for the income of executives, especially senior ranks, in state-owned enterprises and financial institutions.
他（溫家寶）總理指出，政府將深化壟斷行業(yè)的收入分配改革，對(duì)國(guó)企和金融行業(yè)的高管，特別是高級(jí)官員的收入設(shè)定嚴(yán)格標(biāo)準(zhǔn)。
Monopoly industry就是我們常說的“壟斷行業(yè)”，monopoly的本意原為“控制、獨(dú)占”，例如：He seems to think he has a monopoly of brains.（他好像認(rèn)為他是唯一有腦子的人。）
