習(xí)近平強調(diào)，組織路線對堅持黨的領(lǐng)導(dǎo)、加強黨的建設(shè)、做好黨的組織工作具有十分重要的意義。

新時代黨的組織路線（the Party's organizational line for the new era）是：全面貫徹新時代中國特色社會主義思想，以組織體系建設(shè)為重點，著力培養(yǎng)忠誠干凈擔(dān)當(dāng)?shù)母咚刭|(zhì)干部（fostering competent officials who are loyal to the Party, have moral integrity, and demonstrate a keen sense of responsibility），著力集聚愛國奉獻的各方面優(yōu)秀人才，堅持德才兼?zhèn)?、以德為先、任人唯賢（selecting officials on the basis of both integrity and ability, with priority given to integrity, and on the basis of merit regardless of background），為堅持和加強黨的全面領(lǐng)導(dǎo)（upholding and strengthening the overall Party leadership）、堅持和發(fā)展中國特色社會主義（upholding and developing socialism with Chinese characteristics）提供堅強組織保證。

習(xí)近平對十八大以來全面從嚴(yán)治黨的成效做出肯定：

黨內(nèi)政治生態(tài)明顯好轉(zhuǎn)，黨的創(chuàng)造力、凝聚力、戰(zhàn)斗力顯著增強（the Party's ability to innovate, power to unite, and energy to fight have all been significantly strengthened），黨群關(guān)系明顯改善（the Party's engagement with the people has been greatly improved），黨在革命性鍛造中更加堅強，以黨的偉大自我革命推動了偉大的社會革命。

黨的十八大以來，我們推進全面從嚴(yán)治黨取得了顯著成效，但還遠未到大功告成的時候。

我們黨面臨的“四大考驗”“四種危險”是長期的、尖銳的（the Party is confronting the long-term and tough tests and dangers），影響黨的先進性、弱化黨的純潔性的因素也是復(fù)雜的，黨內(nèi)存在的思想不純、政治不純、組織不純、作風(fēng)不純等突出問題尚未得到根本解決。

Xi urged efforts to "comprehensively implement general requirements for Party building in the new era and continue to improve the efficacy of Party building." "Efforts should be made to build the Party into a vibrant Marxist governing party that is always at the forefront of the times, enjoys the wholehearted support of the people, has the courage to reform itself, and is able to withstand all tests," he said.

要全面貫徹新時代黨的建設(shè)總要求，不斷提高黨的建設(shè)質(zhì)量，把黨建設(shè)成為始終走在時代前列、人民衷心擁護、勇于自我革命、經(jīng)得起各種風(fēng)浪考驗、朝氣蓬勃的馬克思主義執(zhí)政黨。

習(xí)近平強調(diào)，黨的力量來自組織。黨的全面領(lǐng)導(dǎo)、黨的全部工作要靠黨的堅強組織體系去實現(xiàn)。

Xi said that the CPC Central Committee must have the authority of giving a final say while the fundamental task for local Party organizations is to ensure the implementation of CPC Central Committee decisions and arrangements.

黨中央必須有定于一尊、一錘定音的權(quán)威。黨的地方組織的根本任務(wù)是確保黨中央決策部署貫徹落實，有令即行、有禁即止。

習(xí)近平指出，加強黨的基層組織建設(shè)，關(guān)鍵是從嚴(yán)抓好落實。

Underlining the improvement of the Party's grassroots-level organizations, Xi said efforts should be made to enhance the Party's organizations in enterprises, rural areas, governments, public institutions and urban communities.

要加強企業(yè)、農(nóng)村、機關(guān)、事業(yè)單位、社區(qū)等各領(lǐng)域黨建工作，推動基層黨組織全面進步、全面過硬。

習(xí)近平指出，貫徹新時代黨的組織路線，建設(shè)忠誠干凈擔(dān)當(dāng)?shù)母咚刭|(zhì)干部隊伍是關(guān)鍵。

A priority of the Party's organizational work is to develop a good system to train, select, manage and assign officials, Xi said, noting that, when promoting and assigning an official, the criteria should be his or her integrity and merit, not background, and whether he or she is suitable for the position.

重點是要做好干部培育、選拔、管理、使用工作。要建立以德為先、任人唯賢、人事相宜的選拔任用體系。

The Party will enhance internal supervision and develop a system to oversee officials concerning their faith, performance, working style and integrity, he said.

要建立管思想、管工作、管作風(fēng)、管紀(jì)律的從嚴(yán)管理體系。

習(xí)近平強調(diào)，千秋基業(yè)，人才為本。

In this regard, Xi called for a contingent of vibrant, competent and professional young officials who are loyal to the Thought on Socialism with Chinese Characteristics for a New Era.

要建設(shè)一支忠實貫徹新時代中國特色社會主義思想、符合新時期好干部標(biāo)準(zhǔn)、忠誠干凈擔(dān)當(dāng)、數(shù)量充足、充滿活力的高素質(zhì)專業(yè)化年輕干部隊伍。

習(xí)近平強調(diào)，優(yōu)秀年輕干部既要數(shù)量充足，又要質(zhì)量優(yōu)良。

Training and selection of outstanding young officials should target different fronts, areas and industries, and focus on cultivating versatile officials with professional background, Xi said.

培養(yǎng)選拔優(yōu)秀年輕干部要放眼各條戰(zhàn)線、各個領(lǐng)域、各個行業(yè)，注意培養(yǎng)有專業(yè)背景的復(fù)合型領(lǐng)導(dǎo)干部。

He called for the formulation of long-term plans to identify, train and promote outstanding young officials in a timely manner.

加強長遠規(guī)劃，健全工作責(zé)任制，及時發(fā)現(xiàn)、培養(yǎng)起用優(yōu)秀年輕干部。
