7. Intensifying government self-improvement and making the government better able to manage overall economic and social development
過(guò)去一年，政府自身改革和建設(shè)取得了新的成績(jī)，但與人民的期待仍有不小差距。政府職能轉(zhuǎn)變還不到位，行政效率有待提高，形式主義、官僚主義比較突出，腐敗現(xiàn)象在一些地方、部門和領(lǐng)域比較嚴(yán)重。這些問(wèn)題必須下大力氣解決。要緊緊圍繞保增長(zhǎng)、保民生、保穩(wěn)定這個(gè)大局，加強(qiáng)政府自身建設(shè)。
Achievements were made in reforming the government and intensifying its self-improvement over the past year, but they still fall considerably short of what the people expect. The functions of government have not yet been completely transformed. Administrative efficiency needs to rise. Formalism and bureaucratism are still pronounced. Corruption remains a serious problem in some localities, departments and areas. Tremendous effort is needed to solve all these problems. We need to focus on the overall objectives of sustaining economic growth, ensuring people’s wellbeing and maintaining stability, and intensify the work of government self-improvement.
堅(jiān)持依法行政。規(guī)范行政行為，做到合法行政、合理行政、程序正當(dāng)、高效便民、誠(chéng)實(shí)守信、權(quán)責(zé)統(tǒng)一。深入貫徹行政許可法，繼續(xù)推進(jìn)行政審批制度改革，減少行政許可和審批事項(xiàng)，特別要減少投資審批、項(xiàng)目核準(zhǔn)，落實(shí)企業(yè)的投資主體地位。促進(jìn)公平競(jìng)爭(zhēng)，消除地區(qū)封鎖，打破行業(yè)壟斷，組織調(diào)動(dòng)各種社會(huì)資源，促進(jìn)經(jīng)濟(jì)增長(zhǎng)。通過(guò)全面正確履行政府職能，創(chuàng)造良好發(fā)展環(huán)境，增強(qiáng)企業(yè)投資的信心，增強(qiáng)社會(huì)消費(fèi)的信心，增強(qiáng)人民群眾對(duì)國(guó)家發(fā)展的信心。
We will continue to run the government in accordance with the law. We will standardize government administration, ensure that our administration is based on law and reason, executed through proper procedures, highly efficient, convenient for the public, honest and trustworthy, and that authority and responsibility are united. We will thoroughly implement the Administrative Permit Law, continue to carry out reform of the administrative examination and approval system, reduce the number of items it covers, especially investment examination and approval and project approval, and ensure that enterprises make their own investment decisions. We will promote fair competition, break regional blockades and industry monopolies, and organize and mobilize all social resources to promote economic growth. By ensuring that all government departments fully and properly execute their functions, we will create a favorable environment for development, and increase enterprises’ confidence in investment, individuals’ confidence in consumption and people’s confidence in the development of the country.
實(shí)行科學(xué)民主決策。各項(xiàng)決策都要做到程序依法規(guī)范、過(guò)程民主公開、結(jié)果科學(xué)公正。政府重大決策的形成和執(zhí)行都要加強(qiáng)調(diào)查研究，做到察民情、聽民意、聚民智，尊重客觀規(guī)律，提高決策的預(yù)見性、科學(xué)性和有效性。 要推進(jìn)政務(wù)公開，增加透明度，保障人民群眾的知情權(quán)、參與全、表達(dá)全、監(jiān)督權(quán)，讓人民群眾知道政府在想什么、做什么，贏得人民群眾的充分理解、廣泛支持和積極參與。
We will make decisions scientifically and democratically. In all decisions we make, the procedures need to be lawful and standardized, the process democratic and open, and the results scientific and equitable. In formulating and implementing major government policies and decisions, we need to conduct thorough research and studies, heed people’s concerns, solicit their opinions, pool their wisdom, act in accordance with objective laws, and make our policies and decisions more foresighted, scientific and effective. We need to make government affairs more open and transparent. We will ensure the people’s right to stay informed about, to participate in, to express views on, and to oversee government affairs, and keep them informed as to what the government is thinking and doing so that we can win their thorough understanding, wide support and active participation.
今年政府投資力度大、新上項(xiàng)目多，要確保監(jiān)管到位，絕不能搞勞民傷財(cái)?shù)抹D形象工程‖和脫離實(shí)際的―政績(jī)工程‖，絕不允許利用擴(kuò)大公共投資為單位和個(gè)人謀取私利。各級(jí)政府都要自覺(jué)接受人大監(jiān)督和政協(xié)民主監(jiān)督，強(qiáng)化監(jiān)察、審計(jì)等專門監(jiān)督，高度重視人民群眾監(jiān)督和新聞?shì)浾摫O(jiān)督，做到行政權(quán)力運(yùn)行到哪里，監(jiān)督就落實(shí)到哪里，財(cái)政資金運(yùn)用到哪里，審計(jì)就跟進(jìn)到哪里。
The government is investing a large sum of money and launching numerous new projects this year, and we will ensure they receive proper oversight. We will prohibit image projects that waste both human and financial resources and vanity projects that are divorced from reality, and will never allow any organization or individual to exploit the surge in public spending for private gain. Governments at all levels must conscientiously subject themselves to the oversight by the people’s congresses and the democratic oversight by the CPPCC committees at their corresponding levels. We will tighten professional oversight by supervision and auditing departments, and attach great importance to oversight by the public and the news media. We will strive to make sure that oversight takes place wherever administrative power is exercised and that government funds will be audited wherever they are used.
切實(shí)轉(zhuǎn)變工作作風(fēng)。各級(jí)政府要堅(jiān)定地貫徹中央的決策部署，緊密結(jié)合實(shí)際，創(chuàng)造性地開展工作，使中央的各項(xiàng)政策落到實(shí)處，收到實(shí)效。領(lǐng)導(dǎo)干部要深入調(diào)查研究，及時(shí)發(fā)現(xiàn)問(wèn)題，解決問(wèn)題；密切聯(lián)系群眾，關(guān)心群眾疾苦，傾聽群眾呼聲，為群眾排憂解難。政府工作人員要始終保持昂揚(yáng)向上、奮發(fā)有為的精神狀態(tài)，和廣大人民群眾一道知難而進(jìn)，開拓進(jìn)取，艱苦奮斗，共克時(shí)艱。
We will earnestly improve our conduct. Governments at all levels need to resolutely implement the policy decisions and arrangements of the central leadership, stay firmly grounded in reality, and work creatively to ensure all policies are carried out fully and effectively. Leading cadres need to conduct thorough research and studies to promptly discover and resolve problems, maintain close contact with the people, show concern for their sufferings, listen to their opinions, and help them solve their problems. Government employees need to always maintain high morale, embody a vigorous spirit and work with the people to meet challenges head on, break new ground through hard work and tide over bad times together.
加強(qiáng)廉政建設(shè)和反腐敗工作。以規(guī)范制度和制約權(quán)力為核心，針對(duì)腐敗現(xiàn)象易發(fā)多發(fā)的領(lǐng)域和環(huán)節(jié)，從源頭上防治腐敗。堅(jiān)決查處腐敗案件，依法懲處腐敗分子。我們一定要勤勉盡責(zé)，以實(shí)際行動(dòng)和工作業(yè)績(jī)，建設(shè)為民、務(wù)實(shí)、廉潔、高效的政府，讓人民放心，讓人民滿意。
We will strengthen our efforts to promote clean government and combat corruption. We will focus on standardizing institutions and limiting the exercise of power, and prevent and punish corruption at its source in areas and links prone to corruption. We will resolutely investigate and prosecute corruption cases and punish corruptionists in accordance with the law. We must discharge our duties with great diligence and, through our actions and achievements, build a government that is for the people and is pragmatic, clean and efficient to satisfy people’s needs and win their trust.
各位代表！促進(jìn)各民族共同團(tuán)結(jié)奮斗、共同繁榮發(fā)展，是各族人民的根本利益所在。要全面貫徹民族區(qū)域自治法，確保中央支持少數(shù)民族和民族地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展的政策措施落到實(shí)處。
Fellow Deputies, Promoting unity among all ethnic groups and achieving common development and prosperity serves the fundamental interests of the people of all our ethnic groups. We will fully implement the Law on Regional Ethnic Autonomy and ensure that the policies and measures of the central government supporting economic and social development of ethnic minorities and ethnic minority areas are effectively implemented.
繼續(xù)加大對(duì)人口較少民族的扶持力度。推進(jìn)興邊富民行動(dòng)覆蓋所有邊境縣和新疆生產(chǎn)建設(shè)兵團(tuán)邊境團(tuán)場(chǎng)。支持牧區(qū)和少數(shù)民族聚居山區(qū)加快發(fā)展。堅(jiān)定不移地維護(hù)民族團(tuán)結(jié)，進(jìn)一步構(gòu)建平等、團(tuán)結(jié)、互助、和諧的社會(huì)主義民族關(guān)系。
We will continue to increase support to ethnic groups with small populations. We will expand coverage of the ―bring prosperity to border areas and residents‖ campaign to all border counties and the Xinjiang Production and Construction Corps’ regimental pastures and farms in border areas. We will support more rapid development of pastoral areas and ethnic minority mountain regions. We will unswervingly uphold national unity and further develop socialist ethnic relations based on equality, unity, mutual assistance and harmony.
全面貫徹黨的宗教工作基本方針，發(fā)揮宗教界人士和信教群眾在促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展中的積極作用。
We will fully implement the Party’s basic principles on work related to religions and enable religious figures and people with religious belief to play a positive role in promoting economic and social development. 認(rèn)真貫徹黨的僑務(wù)政策，支持海外僑胞、歸僑僑眷關(guān)心和參與祖國(guó)現(xiàn)代化建設(shè)與和平統(tǒng)一大業(yè)。
We will diligently implement the Party’s policy on matters related to overseas Chinese nationals and support overseas Chinese nationals, returned overseas Chinese and their relatives in showing concern for and participating in the modernization and peaceful reunification of the motherland.
過(guò)去的一年，國(guó)防和軍隊(duì)現(xiàn)代化建設(shè)取得重要進(jìn)展。人民解放軍為維護(hù)國(guó)家主權(quán)、安全和領(lǐng)土完整，支持國(guó)家現(xiàn)代化建設(shè)，完成急難險(xiǎn)重任務(wù)，發(fā)揮了重要作用。
Last year significant progress was made in the modernization of national defense and the army. The People’s Liberation Army played an important role in safeguarding China’s sovereignty, security and territorial integrity, supporting its modernization drive, and completing urgent, difficult, dangerous and daunting tasks.

In the coming year, we need to make our army more revolutionary, modern and standardized, focusing on enabling it to fully carry out its historic missions in the new stage and in the new century. We will strengthen ideological and political work in the army. We will effectively transform our military training based on mechanized warfare to military training for warfare under conditions of greater IT application, and continue to enhance the army’s ability to respond to multiple security threats and accomplish a diverse array of military tasks. We will modernize weapons, equipment and logistics support across the board. We will improve defense-related research, the weapons and equipment production system, the military personnel training system, and the army’s logistics support system that integrate civilian with military purposes and combine military efforts with civilian support. We will actively and steadily carry out reform of the army to inject more vigor and vitality into army building. We will intensify the improvement of the People’s Armed Police Force to make it better able to carry out its duties, respond to emergencies, combat terrorism and safeguard stability. We will strengthen defense mobilization and reserve forces. We will strengthen and develop unity between the army and the government and between the army and the people.
各位代表！我們將堅(jiān)定不移地貫徹―一國(guó)兩制‖、―港人治港‖、―澳人治澳‖、高度自治的方針，全力支持香港、澳門兩個(gè)特別行政區(qū)積極應(yīng)對(duì)國(guó)際金融危機(jī)，保持繁榮穩(wěn)定。
Fellow Deputies, we will unswervingly adhere to the principle of one country, two systems under which Hong Kong people administer Hong Kong and Macao people administer Macao with a high degree of autonomy, and fully support the Hong Kong and Macao Special Administrative Regions in actively responding to the global financial crisis and maintaining their prosperity and stability.
進(jìn)一步加強(qiáng)內(nèi)地與港澳的合作，鞏固香港國(guó)際金融中心地位，促進(jìn)澳門經(jīng)濟(jì)適度多元發(fā)展。加快推進(jìn)與港澳地區(qū)貨物貿(mào)易的人民幣結(jié)算試點(diǎn)。不斷拓展粵港澳三地合作的深度和廣度。加快推動(dòng)港珠澳大橋、港深機(jī)場(chǎng)鐵路、廣深港高速鐵路等基礎(chǔ)設(shè)施建設(shè)。擴(kuò)大內(nèi)地服務(wù)業(yè)對(duì)港澳的開放。采取有效措施支持港澳在內(nèi)地企業(yè)特別是中小企業(yè)發(fā)展，緩解經(jīng)營(yíng)困難。
We will increase cooperation between the mainland and the two regions, consolidate Hong Kong’s position as an international financial center and promote an appropriate level of diversity in Macao’s economy. We will accelerate the pilot program for the mainland, Hong Kong and Macao to use RMB as the settlement currency for trade in goods. We will constantly deepen and expand cooperation between Guangdong, Hong Kong and Macao. We will accelerate construction of infrastructure such as the Hong Kong-Zhuhai-Macao Bridge, the Hong Kong-Shenzhen Airport Rail Link and the Guangzhou-Shenzhen-Hong Kong Express Rail Link. We will give Hong Kong and Macao greater access to the mainland’s service sector. We will adopt effective measures to support development of Hong Kong- and Macao-funded enterprises on the mainland, particularly small and medium-sized enterprises, and help ease their difficulties.

過(guò)去的一年，對(duì)臺(tái)工作取得重要進(jìn)展，臺(tái)灣局勢(shì)發(fā)生積極變化，兩岸關(guān)系取得重大突破。兩岸協(xié)商在―九二共識(shí)‖基礎(chǔ)上得到恢復(fù)，全面直接雙向―三通‖已經(jīng)實(shí)現(xiàn)。兩岸同胞往來(lái)更頻繁、經(jīng)濟(jì)聯(lián)系更密切、文化交流更活躍、共同利益更廣泛，兩岸關(guān)系開始步入和平發(fā)展軌道。新的一年里，我們要繼續(xù)堅(jiān)持發(fā)展兩岸關(guān)系、促進(jìn)祖國(guó)和平統(tǒng)一的大政方針，牢牢把握兩岸關(guān)系和平發(fā)展的主題，積極構(gòu)建兩岸關(guān)系和平發(fā)展框架，努力開創(chuàng)兩岸關(guān)系和平發(fā)展新局面。
Last year important progress was made in our Taiwan-related work. Positive changes occurred in the situation in Taiwan, and major breakthroughs were made in cross-Straits relations. Consultations between the two sides of the Taiwan Straits were resumed on the basis of the 1992 Consensus, and complete, direct and two-way mail, transport and trade links were established. The two sides enjoyed more frequent people-to-people exchanges, closer economic ties, more active cultural exchanges and broader common interests. Cross-Straits relations have embarked on the track of peaceful development. In the coming year, we will continue to adhere to the principle of developing cross-Straits relations and promoting peaceful reunification of the motherland. We will remain committed to the goal of peaceful development of cross-Straits relations, and work actively to build a framework for and strive to achieve new progress in the peaceful development of cross-Straits relations.

We will continue to comprehensively strengthen cross-Straits economic cooperation to jointly respond to the global financial crisis. We will actively promote financial cooperation across the Straits, support the development of Taiwan-funded enterprises on the mainland, provide financing services for qualified ones, and encourage their independent innovation, transformation and upgrading. We will strengthen two-way investment and industrial cooperation and expand and deepen agricultural cooperation between the two sides. We will support economic development on the west coast of the Straits in Fujian Province and in other areas where Taiwan investment is concentrated. We will accelerate normalization of cross-Straits economic relations and facilitate the signing of a comprehensive agreement on economic cooperation, and gradually establish economic cooperation mechanisms tailored to both sides of the Straits. We will increase contacts between individuals, expand exchanges among all sectors of society, vigorously promote Chinese culture and consolidate the common cultural bonds between the two sides.
要在一個(gè)中國(guó)原則的基礎(chǔ)上，努力增強(qiáng)兩岸雙方政治互信。在此基礎(chǔ)上，我們?cè)敢馔ㄟ^(guò)協(xié)商對(duì)臺(tái)灣參與國(guó)際組織活動(dòng)問(wèn)題作出合情合理安排，探討兩岸政治、軍事問(wèn)題，為結(jié)束敵對(duì)狀態(tài)、達(dá)成和平協(xié)議創(chuàng)造條件。
We will work on the basis of the one-China principle to enhance mutual political trust between the two sides. Based on this, we are ready to make fair and reasonable arrangements through consultation on the issue of Taiwan’s participation in the activities of international organizations. We are also ready to hold talks on cross-Straits political and military issues and create conditions for ending the state of hostility and concluding a peace agreement between the two sides of the Taiwan Straits.
我們堅(jiān)信，有兩岸中華兒女團(tuán)結(jié)奮斗，就一定能夠?qū)崿F(xiàn)祖國(guó)的完全統(tǒng)一，實(shí)現(xiàn)中華民族的偉大復(fù)興！

Fellow Deputies, Significant achievements were made in our diplomatic work last year. We joined hands with the international community in tackling the global financial crisis. We successfully hosted the Asia-Europe Meeting and enhanced mutual political trust and pragmatic cooperation between Asian and European countries. We actively advanced bilateral and multilateral diplomacy, and played a constructive role in global and regional hotspot issues. We stood firm in safeguarding China's sovereignty, security and development interests and in protecting the legitimate rights and interests of Chinese nationals and corporations overseas. Further significant progress was made in carrying out all-round diplomacy, and China's international standing and influence rose to a new height.
