It means they’re receiving the bad treatment they’ve been giving others.
“Kicking the can down the road” means avoiding doing their job now and putting it off till later.
Somehow the human endeavor is often futile and thankless in the grand scheme of things.
Food chain can be used as a metaphor points to your particular position in the social hierarchy.
If you follow where all the money goes and to whom, you’ll find the root of all problems in politics today.
