根據(jù)政府工作報(bào)告，二氧化硫(sulfur dioxide)、氮氧化物(oxynitride)排放量要分別下降3%，重點(diǎn)地區(qū)(key areas)細(xì)顆粒物濃度明顯下降(a sharp decline in the density of fine particulate matter, or PM2.5)。為實(shí)現(xiàn)打好"藍(lán)天保衛(wèi)戰(zhàn)"的目標(biāo)(the goal of defending blue sky)，一要加快解決燃煤污染問(wèn)題(accelerate solving the problem of pollution caused by coal burning)；二要全面推進(jìn)污染源治理(promote control of pollution sources in an all-round way)；三要強(qiáng)化機(jī)動(dòng)車(chē)尾氣治理(strengthen management of vehicle emissions)；四要有效應(yīng)對(duì)重污染天氣；五要嚴(yán)格環(huán)境執(zhí)法(strictly enforce environmental laws)和督查問(wèn)責(zé)(oversight and accountability)。
