據(jù)十一屆全國(guó)人大三次會(huì)議大會(huì)發(fā)言人李肇星介紹，會(huì)議期間將重點(diǎn)審議全國(guó)人大常委會(huì)關(guān)于提請(qǐng)審議《選舉法修正案（草案）》的議案，并指出選舉法修正案草案規(guī)定的城鄉(xiāng)按相同人口比例選舉人大代表，將更好地實(shí)現(xiàn)人人平等、地區(qū)平等、民族平等的原則。

The draft amendment to the Electoral Law has proposed equal electoral rights for urban and rural citizens, which, if passed, will "expand people's democracy and safeguard their rights to be the masters of their own destiny", Li Zhaoxing, spokesman for the third session of the 11th NPC, told reporters at a press conference on Thursday.
十一屆全國(guó)人大三次會(huì)議發(fā)言人李肇星上周四在記者發(fā)布會(huì)上表示，《選舉法修正案（草案）》提出城鄉(xiāng)居民應(yīng)享有相同的選舉權(quán)。該修正案通過后將“擴(kuò)大人民民主，保障人民當(dāng)家作主的權(quán)利”。
文中的amendment to the Electoral Law就是指“選舉法修正案”，而draft amendment就是指“修正案草案”。此次《選舉法》修改，一個(gè)重點(diǎn)就是城鄉(xiāng)擬按相同人口比例選舉人大代表，并且享有相同的electoral rights（選舉權(quán)）。城鄉(xiāng)居民選舉將有望實(shí)現(xiàn)equal representation（同票同權(quán)）。
Amendment在這里指“修正案”，例如First Amendment就常用來指“美國(guó)憲法第一修正案”，而draft在這里則表示“草案”。此外，draft還常用來指“征兵，選拔”，例如：John was drafted into the Army last year. （約翰去年被應(yīng)征入伍。）
