針對(duì)過熱的土地市場,國土部再次重拳出擊,頒布“國19條”,詳細(xì)規(guī)范了土地買賣及交易行為,同時(shí)表示將進(jìn)一步確保保障房、棚戶區(qū)改造、及自住的中小套型住宅用地的供應(yīng)。
"We will strive to guarantee that land used for low-income housing, for rebuilding shanty areas and for self-occupied small- or medium-sized houses accounts for more than 70 percent of the overall supply," said Liao Yonglin, director of the ministry's Department of Land Use and Administration.
國土資源部土地利用管理司司長廖永林說:“我們將努力確保保障性住房、棚戶區(qū)改造,以及自住的中小套型住宅用地占到全部土地供應(yīng)的70%以上?!?/p>
文中的rebuild shanty areas就是指“棚戶區(qū)改造”,shanty area就是“棚戶區(qū)”,指的是城市中結(jié)構(gòu)簡陋,抗災(zāi)性差,居住擁擠,功能差,居住環(huán)境差的房屋集中地,某些urban fringe area(城鄉(xiāng)結(jié)合部)也存在這種情況。
此次國土部還規(guī)定, 開發(fā)商需支付的guarantee payment for the bidding(競買保證金)不得低于土地出讓價(jià)的20%。此外,land hoarding(囤地)也將受到嚴(yán)懲。今年,國土部還將重點(diǎn)清查houses with limited property rights(小產(chǎn)權(quán)房)。
