國務(wù)院總理李克強13日在第九屆東亞峰會上闡述了中國在南海問題上的原則立場，強調(diào)了以“雙軌思路”處理南海問題。
Speaking at the ASEAN Summit Thursday, Premier Li Keqiang said that China & ASEAN members have identified a dual-track approach for dealing with the South China Sea issue. They will work to agree upon a code of conduct in the South China Sea.
李克強總理周四在東亞峰會上表示，中國與東盟國家明確了處理南海問題的“雙軌思路”，努力早日達成“南海行為準(zhǔn)則”。
“雙軌思路”即dual-track approach。李克強表示，處理南海問題時，有關(guān)具體爭議應(yīng)由直接當(dāng)事國通過談判和協(xié)商解決（negotiations and consultations by countries directly concerned）。各方應(yīng)同意積極開展磋商（actively carry out consultation），爭取在協(xié)商一致的基礎(chǔ)上（on the basis of consensus）早日達成“南海行為準(zhǔn)則（a code of conduct in the South China Sea）”，并已取得早期收獲（early harvest has been achieved）。中方倡議有關(guān)國家積極探討共同開發(fā)（relevant countries actively explore joint development），有效管控分歧（management differences）。
