國(guó)務(wù)院總理李克強(qiáng)4月2日主持召開(kāi)國(guó)務(wù)院常務(wù)會(huì)議，研究擴(kuò)大小微企業(yè)所得稅優(yōu)惠政策實(shí)施范圍，部署進(jìn)一步發(fā)揮開(kāi)發(fā)性金融對(duì)棚戶區(qū)改造的支持作用，確定深化鐵路投融資體制改革、加快鐵路建設(shè)的政策措施。

At a State Council executive meeting presided over by Premier Li Keqiang, three major pro-growth initiatives were announced, including tax breaks for small and micro enterprises, greater support for the redevelopment of run-down urban areas and more investment in railways.
國(guó)務(wù)院總理李克強(qiáng)主持召開(kāi)的國(guó)務(wù)院常務(wù)會(huì)議宣布了三項(xiàng)促增長(zhǎng)措施，包括小微企業(yè)所得稅優(yōu)惠政策，加大對(duì)棚戶區(qū)改造的支持以及加大鐵路投資。
此次國(guó)務(wù)院出臺(tái)的促增長(zhǎng)措施（pro-growth initiatives）有別于以往的大規(guī)模刺激方案（all-out massive stimulus），而是有針對(duì)性的刺激方案（targeted stimulus）。方案主要包括：進(jìn)一步減輕小微企業(yè)稅負(fù)（further measures to alleviate the tax burden on small and micro enterprises）；加快棚戶區(qū)改造（redevelopment of run-down urban areas），由國(guó)家開(kāi)發(fā)銀行成立專門機(jī)構(gòu)，實(shí)行單獨(dú)核算（independent accounting），采取市場(chǎng)化方式發(fā)行住宅金融專項(xiàng)債券（special bonds to finance government-subsidized housing projects），向郵儲(chǔ)等金融機(jī)構(gòu)和其他投資者籌資；確定了深化鐵路投融資體制改革（deepen investment and financing reforms in the railway sector）、籌措和落實(shí)建設(shè)資金的政策措施，設(shè)立鐵路發(fā)展基金（railway development fund），創(chuàng)新鐵路建設(shè)債券（railway financing bonds）發(fā)行品種和方式等。
無(wú)論是為小微企業(yè)減負(fù)、加快中西部鐵路建設(shè)還是加快棚戶區(qū)改造，均體現(xiàn)出既利當(dāng)前、更惠長(zhǎng)遠(yuǎn)的要求。中國(guó)此輪穩(wěn)增長(zhǎng)措施的背后是促改革（carrying out reform）、調(diào)結(jié)構(gòu)（making structural adjustment）、惠民生（benefiting the people）的協(xié)同并進(jìn)。
