據(jù)《東方早報(bào)》報(bào)道,上海房管局局長劉海生透露,上海已經(jīng)起草了一條針對(duì)群租行為的新規(guī)定,計(jì)劃下個(gè)月開始實(shí)施。

上海已經(jīng)起草了一個(gè)規(guī)范群租行為的新條例,據(jù)稱這一新規(guī)定將大大加重對(duì)非法承租人的懲罰力度。群租就是把公寓里的房間隔成更小的房間,然后分別租給不同的人。
群租的英文表達(dá)就是group renting,具體而言就是dividing apartments into smaller rooms and renting them separately。
對(duì)于那些tenants who illegally sublet apartments to others(非法將房屋轉(zhuǎn)租他人的二房東),按新規(guī)定將征收更高的罰款(目前罰款最高為3萬元)。
盡管政府已出臺(tái)多項(xiàng)政策來阻止property speculation(房產(chǎn)投機(jī),炒房),并努力發(fā)展affordable housing(經(jīng)濟(jì)適用房),中國大城市的高房價(jià)還是逼迫許多低收入的人去住群租房的隔斷間或住basement apartments(地下室)。
