黨在11月中旬公布的改革藍(lán)圖提出將改革信訪制度，并建立網(wǎng)上投訴體系。
State Bureau of Letters and Calls（國(guó)家信訪局）將改革petitioning system（信訪制度），建立online petitioning system（網(wǎng)上投訴體系），方便群眾lodge petitions（提出訴求）。
當(dāng)前群眾投訴最多的是inappropriate land expropriations（不合理征地）、housing demolition（房屋拆遷）和有關(guān)labor and social protection（勞動(dòng)和社會(huì)保障）的不滿(mǎn)。
