近日,二手房轉(zhuǎn)讓所得征20%個(gè)稅的消息引爆了交易市場。新華社援引稅收專家說法稱,若轉(zhuǎn)讓自用5年以上且是家庭惟一生活用房,應(yīng)不在此次規(guī)定之列;各地或在4月前后出臺調(diào)控細(xì)化政策。

劉女士說:“賣家當(dāng)然會把稅費(fèi)轉(zhuǎn)嫁給買房,這會把房價(jià)推向新高。”她在上海市區(qū)租住了兩居中的一小間,房子是上世紀(jì)80年代建造的,每月租金2500元。
上文中的shift the tax increase to the buyer就是指交易稅費(fèi)“轉(zhuǎn)嫁”。有些租房者表示,secondhand housing transactions(二手房交易)中的tax increase(稅費(fèi)提高)目的是制止house speculation(房產(chǎn)投機(jī)),但最終會推漲housing rental fees(房屋租賃價(jià)格)。
有專家表示,新政也會對demands from first-home buyers(首次置業(yè)需求)以及demands from those who want to sell their apartments and buy bigger ones to improve their living conditions(改善型需求)造成打擊。也有人呼吁,real estate tax levy system(房地產(chǎn)稅收體制)改革勢在必行。
