上周末,北京市住建委、央行管理部、北京市金融工作局等五部門發(fā)布《關(guān)于落實(shí)商業(yè)性個(gè)人住房貸款中第二套住房認(rèn)定標(biāo)準(zhǔn)有關(guān)問題的通知》,該通知已于7月7日下發(fā)各銀行,并要求從該日起,簽訂購房合同的商業(yè)貸款均按該通知執(zhí)行。

In order to define whether?? loan is for a first house or a second house, banks can no longer rely on the public credit registries system. They now need to investigate house ownership information with the help of the Beijing Municipal Commission of Housing and Urban-rural Development, according to a regulation jointly issued by the commission, the People's Bank of China and other two related authorities.
北京市住建委、央行以及相關(guān)部門發(fā)布的通知規(guī)定,在認(rèn)定是否為二套房貸款時(shí),銀行不但要查詢借款人公開的貸款記錄,還需要登錄北京市住建委的房屋權(quán)屬系統(tǒng)查詢借款人的房屋所有情況。
上面的報(bào)道中,loan for a second house就是我們說的“二套房貸款”,在認(rèn)定過程中既要認(rèn)credit registry(貸款記錄),也要認(rèn)house ownership(房屋所有權(quán)),也就是近期報(bào)道中說的“認(rèn)房又認(rèn)貸”。
新政出臺后,購買第二套房的業(yè)主如果provide false information(提供虛假信息),銀行將可能hold back their assets(扣押房產(chǎn)),并且在央行存儲a record of the transgression(不良記錄信息),今后貸款時(shí)可能受限。
與此相對,購買首套住房的業(yè)主可以享受favorable first-home loans(首套房優(yōu)惠貸款),也就是大概八折的preferential interest rate(優(yōu)惠利率)。這也就難怪有那么多人想占這個(gè)便宜了。
