16日，國家主席習(xí)近平在烏鎮(zhèn)出席第二屆世界互聯(lián)網(wǎng)大會開幕式演講中明確提出尊重“網(wǎng)絡(luò)主權(quán)”?！熬W(wǎng)絡(luò)主權(quán)”在信息時代無疑是一個具有開創(chuàng)意義的新概念，代表了中國作為互聯(lián)網(wǎng)大國所具有的新思維和新視角。

In his speech, Xi stressed respecting cyber sovereignty, maintaining peace and security in cyberspace, and promoting open cooperation and good order.
習(xí)近平在講話中強(qiáng)調(diào)，我們應(yīng)尊重“網(wǎng)絡(luò)主權(quán)”，維護(hù)網(wǎng)絡(luò)空間的和平安全，促進(jìn)開放合作，構(gòu)建良好秩序。

在全球網(wǎng)絡(luò)治理(Internet global governance)中，“網(wǎng)絡(luò)主權(quán)”的概念極其重要。習(xí)近平表示：“我們應(yīng)該尊重各國自主選擇網(wǎng)絡(luò)發(fā)展道路(paths of cyber development)、網(wǎng)絡(luò)管理模式(cyber administration)、互聯(lián)網(wǎng)公共政策(Internet public policy)和平等參與國際網(wǎng)絡(luò)空間治理(international cyber space management)的權(quán)利，不搞網(wǎng)絡(luò)霸權(quán)(Internet hegemony)，不干涉他國內(nèi)政(internal affairs)，不從事、縱容或支持危害他國國家安全(undermining the national security of other countries)的網(wǎng)絡(luò)活動(cyber activities)?！?/p>

他強(qiáng)調(diào)，“《聯(lián)合國憲章》確立的主權(quán)平等原則(the principle of sovereign equality)是當(dāng)代國際關(guān)系的基本準(zhǔn)則(basic norms)，覆蓋國與國交往(state-to-state relations)各個領(lǐng)域(all aspects)，其原則和精神也應(yīng)該適用于網(wǎng)絡(luò)空間。”

目前，雖然中國是全球使用互聯(lián)網(wǎng)人口最多(largest Internet population)的國家，但在網(wǎng)絡(luò)空間發(fā)展方面仍相對落后。因此，中國在發(fā)展互聯(lián)網(wǎng)行業(yè)(Internet industry)和網(wǎng)絡(luò)空間治理方面還有很大改善的空間和可能性(space and potential)。

The Chinese government and IT companies will make great efforts to fight against online rumors, pornography, gambling, and other cyber crimes to protect citizens' rights and interests.
我國政府和IT企業(yè)將努力對抗網(wǎng)上謠言、色情、賭博等網(wǎng)絡(luò)犯罪行為，保護(hù)民眾的權(quán)利和利益。
