2016年二十國集團(tuán)工商界活動(B20)主席、中國貿(mào)促會會長姜增偉1日宣布,與G20杭州峰會背靠背舉行的B20峰會目前已準(zhǔn)備就緒,將在9月3日下午開幕,9月4日中午閉幕。

Business 20, a major support group for the G20 from industrial and commercial circles, has called on world leaders to make clear and transparent policies, as well as effective standards for handling disputes, to curb rising protectionism in international investment.
二十國集團(tuán)工商界活動組織呼吁世界各國領(lǐng)導(dǎo)人制定清晰透明的政策以及解決爭議的有效標(biāo)準(zhǔn),以遏制國際投資領(lǐng)域不斷加劇的保護(hù)主義。
二十國集團(tuán)工商峰會(B20 summit)是二十國集團(tuán)工商界領(lǐng)導(dǎo)人的峰會(summit of business leaders from the G20 countries),一般在二十國集團(tuán)領(lǐng)導(dǎo)人峰會(G20)前一天開幕。第一屆B20峰會于2012年在墨西哥的洛斯卡沃斯召開,今年是第六屆。
中國外交部宣布,中國國家主席習(xí)近平將出席9月3日B20峰會開幕式并發(fā)表主旨演講。阿根廷、南非、土耳其、澳大利亞和加拿大等五國領(lǐng)導(dǎo)人以及國際貨幣基金組織(International Monetary Fund)、世界銀行(World Bank)、世貿(mào)組織(World Trade Organization)等重要國際組織負(fù)責(zé)人也將出席峰會,與工商界代表同臺交流。
作為G20機(jī)制的重要配套活動,B20是各國工商界參與全球經(jīng)濟(jì)治理(global economic governance)和推動世界經(jīng)濟(jì)增長(improve world economic growth)的重要平臺。B20通過舉辦議題工作組會議和峰會活動,匯集國際工商界意見、形成政策建議報告(policy recommendations),向G20峰會提交,供G20成員領(lǐng)導(dǎo)人決策參考。
B20圍繞今年G20杭州峰會的四項(xiàng)重點(diǎn)議題代表全球工商界提出了20項(xiàng)政策建議。

為全球經(jīng)濟(jì)增長開辟出一條新路:
1. Implementing programs such as the SMART(Sustainable innovation, Massive public platform, Accessible network, Revolutionary reform, and Technological innovation) innovation initiative to encourage entrepreneurship and innovation
實(shí)施“智慧創(chuàng)新計劃”等項(xiàng)目,鼓勵創(chuàng)業(yè)和創(chuàng)新
2. Accelerating the pipeline of high-quality bankable projects and promoting the creation of financial instruments to facilitate infrastructure investment
加速高質(zhì)量可盈利項(xiàng)目的籌備工作,促進(jìn)金融工具創(chuàng)新為基礎(chǔ)設(shè)施投資提供支持
3. Enhancing the catalytic role of multilateral development banks (MDBs) and institutions in enabling private-sector infrastructure investment
在民間基礎(chǔ)設(shè)施投資方面加強(qiáng)多邊發(fā)展銀行和機(jī)構(gòu)的促進(jìn)作用
4. Facilitating the development of green financing and investment markets
推動綠色金融和投資市場發(fā)展
5. Stimulating financial inclusion by embracing digital technology innovation
采用數(shù)字技術(shù)創(chuàng)新,增強(qiáng)金融服務(wù)普及性

6. Optimizing global financial regulations to support growth
優(yōu)化全球金融管理規(guī)范,為增長提供支持

為中小企業(yè)獲得銀行融資及其他方式的資金提供便利
8. Adopting consistent and aligned tax policies to drive inclusive growth
實(shí)施連貫一致的稅收政策,促進(jìn)包容性增長
9. Strengthening intergovernmental cooperation against corruption, and supporting the building of capacity for stronger anti-corruption compliance
加強(qiáng)反腐的政府間合作,支持建立一個更加強(qiáng)有力的反腐聯(lián)盟
10. Promoting a more transparent environment for business in order to bolster competition
為商業(yè)活動提供一個更加透明的環(huán)境,鼓勵競爭

11. Strengthening the multilateral trading system and eliminating new protectionist measures while rolling back existing measures to enable trade growth

12. Ratifying the Trade Facilitation Agreement(TFA) by the end of 2016 and committing to rapid implementation
2016年底通過《貿(mào)易便捷化協(xié)定》,并承諾盡快實(shí)施
13. Endorsing the concept of the Electronic World Trade Platform(eWTP) to incubate cross-border electronic trade(e-trade) rules and aid e-trade development

實(shí)施勞動力技術(shù)評估及減少技術(shù)不匹配和能力差距的政策

降低企業(yè)成本,增加進(jìn)入公共采購市場的渠道,支持中小企業(yè)發(fā)展
19. Enabling and promoting innovative technoligies and best-practice asset management that support whole-project life-cycle productivity of infrastructure projects
加強(qiáng)并促進(jìn)創(chuàng)新技術(shù),加強(qiáng)為基礎(chǔ)設(shè)施提供全項(xiàng)目生命周期生產(chǎn)力支持的最佳資產(chǎn)管理方案
20. Strengthening or establishing national, regional, and global initiatives to enhance infrastructure interconnectivity
加強(qiáng)或建立促進(jìn)基礎(chǔ)設(shè)施互聯(lián)互通的全國性、地區(qū)性以及全球性行動方案
最后補(bǔ)充一句,G20峰會的配套活動除了財長及央行行長會議(meetings of finance ministers and central bank governors)和上面提到的B20以外,還有C20(summits of civil society delegates from the G20 countries,二十國集團(tuán)民間社會代表峰會)、T20(summits of the think tanks from the G20 countries,二十國集團(tuán)智庫峰會)、L20(summits of labour and employment ministers from the G20 countries,二十國集團(tuán)勞工就業(yè)部長峰會)等一系列會議。
