10 日,國家主席習(xí)近平主持召開中央財(cái)經(jīng)領(lǐng)導(dǎo)小組第十一次會(huì)議,會(huì)上首次提出“供給側(cè)改革”。這被外界解讀為“中央經(jīng)濟(jì)治理思路現(xiàn)重大轉(zhuǎn)變”。

At the 11th meeting of the central finance and economy leading group on Nov 10, President Xi Jinping stressed that China should strengthen structural reform of the supply front to increase the quality and efficiency of supply system and provide a growth impetus for sustainable economic development.
在11月10日召開的中央財(cái)經(jīng)領(lǐng)導(dǎo)小組第十一次會(huì)議上,國家主席習(xí)近平強(qiáng)調(diào),我國應(yīng)著力加強(qiáng)供給側(cè)結(jié)構(gòu)性改革,著力提高供給體系質(zhì)量和效率,為可持續(xù)經(jīng)濟(jì)發(fā)展提供增長動(dòng)力。
這體現(xiàn)了我國政府在宏觀經(jīng)濟(jì)政策上的新思路(new thinking),也為今后的宏觀經(jīng)濟(jì)政策(macroeconomic policy)指明了方向。
供給側(cè)經(jīng)濟(jì)(supply-front economics)通過資本投資(investing in capital),和降低生產(chǎn)產(chǎn)品服務(wù)(goods and services)的門檻(lowering barriers)促進(jìn)增長。凱恩斯理論(Keynesian theory)認(rèn)為,需求是推動(dòng)經(jīng)濟(jì)發(fā)展的源動(dòng)力(primary driving force)。與此相反,供給側(cè)經(jīng)濟(jì)主張通過更低的稅率(lower tax rates),和減少管制來擴(kuò)大供應(yīng),從而創(chuàng)造更多需求(creating more demand)。
At present, China's reform of the supply front during the new normal is a comprehensive strategic deployment that involves various aspects including industries, macro control, capital and the fiscal and taxation systems.
目前,在我國處于新常態(tài)時(shí)期,“供給側(cè)改革”是涵蓋包括工業(yè)、宏觀調(diào)控、資本和財(cái)稅制度等各個(gè)方面的一項(xiàng)全方位戰(zhàn)略部署。
我國應(yīng)推動(dòng)吸收過剩產(chǎn)能(excessive production capacity)、優(yōu)化重組產(chǎn)業(yè)結(jié)構(gòu)(industrial optimization and reorganization)。企業(yè)應(yīng)當(dāng)通過降低成本(reducing costs)保持競(jìng)爭(zhēng)力(keeping their competitive edge)。地產(chǎn)行業(yè)(real estate industry)應(yīng)減少庫存(reducing stock)來推動(dòng)可持續(xù)發(fā)展。
此外,應(yīng)注意防范和減少金融風(fēng)險(xiǎn)(financial risks),加快提高市場(chǎng)占有率(share market)。
