近日，國務(wù)院總理李克強(qiáng)在北京主持召開了部分省(區(qū))政府主要負(fù)責(zé)人經(jīng)濟(jì)形勢座談會(huì)。李克強(qiáng)表示：“政府會(huì)在此后推出一些有預(yù)見性的‘微調(diào)控’措施?！?/p>

李克強(qiáng)總理在最近的一次經(jīng)濟(jì)工作會(huì)議上表示，政府將通過“微調(diào)控”措施加速經(jīng)濟(jì)調(diào)整。

微調(diào)控（micro-control），只針對(duì)某一個(gè)或幾個(gè)行業(yè)(target specific industries)，不動(dòng)用大量貨幣投放（not involve a huge supply of money），不影響大的產(chǎn)業(yè)格局和全局性經(jīng)濟(jì)金融指標(biāo)（not influence the overall economic and financial indices and overall industrial pattern），因此更加收斂，更加審慎和有的放矢。

除了微調(diào)控以外，政府對(duì)國民經(jīng)濟(jì)的管理手段還有：

宏觀調(diào)控（macroeconomic regulation and control/macro-control）：國家依據(jù)市場經(jīng)濟(jì)的一系列規(guī)律，實(shí)現(xiàn)定觀（總量）平衡，保持經(jīng)濟(jì)持續(xù)、穩(wěn)定、協(xié)調(diào)增長，而對(duì)貨幣收支總量、財(cái)政收支總量、外匯收支總量和主要物資供求的調(diào)節(jié)與控制。

定向調(diào)控（targeted regulation and control）：通過針對(duì)不同調(diào)控領(lǐng)域，制定清晰明確的調(diào)控政策，使預(yù)調(diào)微調(diào)和必要的“先手棋”更加有的放矢，更具針對(duì)性，體現(xiàn)了對(duì)宏觀調(diào)控深處著力和精準(zhǔn)發(fā)力的更高要求。
