近日，中共中央印發(fā)了《黨政領(lǐng)導干部選拔任用工作條例》，并發(fā)出通知，要求各地區(qū)各部門結(jié)合實際認真遵照執(zhí)行。較之12年前的版本，修訂后的條例加入了“裸官不得提拔”、“被問責干部兩年內(nèi)不得升職”等與實際聯(lián)系緊密的內(nèi)容。

Government officials whose spouses have moved overseas will not be promoted, according to a regulation released by the Organization Department of the Communist Party of China Central Committee, the Party's top personnel agency.
中共中央組織部發(fā)布的條例規(guī)定，配偶移居國外的政府官員不得提拔。
配偶及子女移居海外的政府官員被稱為“裸官”（naked officials），新發(fā)布的《干部任用條例》規(guī)定此類官員不得提拔，另外還規(guī)定，有跑官、拉票行為的官員（those who lobby for higher positions）也不得提拔。
條例還規(guī)定，因問責被免職的黨政領(lǐng)導干部，一年內(nèi)不安排職務（Officials who have been dismissed from their posts for dereliction of duty cannot be nominated for any new posts within one year），兩年內(nèi)不得擔任高于原任職務層次的職務（they are ineligible for any post higher than their previous rank for two years）。
跟“裸”有關(guān)的說法，近幾年出現(xiàn)了很多，比如，裸婚（naked wedding），即無房無車無鉆戒結(jié)婚；裸捐（to donate one’s entire fortune to charity after his death）；裸辭（naked resignation），即沒有找好下家就辭職，等等。
