中國國務院8月17日發(fā)布了“寬帶中國”戰(zhàn)略實施方案,部署未來8年寬帶發(fā)展目標及路徑,意味著“寬帶戰(zhàn)略”從部門行動上升為國家戰(zhàn)略,寬帶首次成為國家戰(zhàn)略性公共基礎設施。

China has outlined targets and timetables for broadband development in order to boost information consumption and facilitate economic restructuring. The "Broadband China" strategy aims to expand broadband coverage in both rural and urban areas, with urban and rural household broadband speeds reaching 20 megabytes per second (Mbps) and 4 Mbps respectively by 2020, according to a statement released Saturday by the State Council, China's cabinet.
為促進信息消費和經濟結構調整,中國已制定寬帶發(fā)展的目標和時間表。國務院上周六發(fā)布的聲明稱,“寬帶中國”戰(zhàn)略的目標是讓寬帶網絡全面覆蓋城鄉(xiāng),到2020年,城市和農村的寬帶接入速度分別達到20 Mbps和4 Mbps。
“寬帶中國”(Broadband China)戰(zhàn)略就是用幾年的時間對中國的網速進行“降價提速”(to speed up the network and lower the service fees)。這項工程由工信部(Ministry of Industry and Information Technology)實施,爭取國家政策和資金支持,加快推進3G(The 3rd Generation Telecommunication)和光纖寬帶(fiber broadband)網絡發(fā)展,擴大覆蓋范圍。
此次戰(zhàn)略的出臺,可看作是促進信息消費(information consumption)的配套政策(supporting policies),也是打造“中國經濟升級版”(updated version of the Chinese economy)的重要政策措施,將成為帶動消費、拉動投資的利器。
信息消費(information consumption)是一種直接或間接以信息產品(information product)和信息服務(information service)為消費對象的消費活動。從全球信息產業(yè)(information industry)發(fā)展來看,信息消費涵蓋生產消費(productive consumption)、生活消費(living consumption)、管理消費(management consumption)等領域,覆蓋信息服務,如語音通信(voice communication)、互聯(lián)網數(shù)據(jù)及接入服務( online information access services)、信息內容和應用服務(content and application services)、軟件等多種服務形態(tài);覆蓋手機、平板電腦(tablet)、智能電視(Smart TV)等多種信息產品;還包括基于信息平臺的電子商務(e-commerce)、云服務(cloud services)等間接拉動消費的新型信息服務模式。
