十一屆全國人大五次會議于3月14日在人民大會堂三樓金色大廳舉行記者會，國務院總理溫家寶會見中外記者并回答記者提問。
Chinese Premier Wen Jiabao said the government will continue to work hard to promote social justice during his last year in office. He said the government has done a lot of work over the past nine years for the social equity and justice.
溫家寶總理說在他任職的最后一年，政府將繼續(xù)努力促進社會的公平正義。9年來，政府為實現(xiàn)社會的公平正義做了大量不可磨滅的工作。
On the legal front, the government has incorporated the requirement on respecting and safeguarding human rights into the Chinese Constitution. The government has also formulated the Property Law to protect the legal property rights of the people, amended the Election Law to ensure equal rights of election of urban and rural residents, and abolished the regulations that restrict the freedom of mobility of rural residents into the cities.
首先，在法律上，政府通過修改憲法，將尊重和保障人權(quán)寫入憲法。政府還制定了物權(quán)法，使合法的私有財產(chǎn)得到法律保護；修改了選舉法，使城鄉(xiāng)選民具有平等的權(quán)利；廢除了收容遣送條例，使農(nóng)民自由進城務工。
In rural areas, the government has abolished the agricultural taxes so as to ease the burdens on Chinese farmers.
其次，在農(nóng)村，政府堅決地取消了農(nóng)業(yè)稅，減輕了農(nóng)民的不合理負擔。
On education, the government has provided nine-year free compulsory education, and offered free vocational education and subsidy and scholarship for high school students in rural areas.
第三，在教育上，政府實行了九年免費義務制教育，對農(nóng)村的孩子上職業(yè)學校實行免費，同時對大學和農(nóng)村高中階段的教育實行獎助學金制度，對困難地區(qū)農(nóng)村寄宿制學校給予補貼。
The government also put in place a social security system that includes old-age pension, unemployment insurance and health care program. The health care program has already covered 1.3 billion people.
第四，政府建立和完善了包括養(yǎng)老、失業(yè)、醫(yī)療、低保在內(nèi)的社會保障體系。企業(yè)職工醫(yī)療保險、城市居民醫(yī)療保險和新農(nóng)合已經(jīng)覆蓋13億人口。
