美國(guó)聯(lián)邦政府和抵押貸款業(yè)組織于本月11日宣布了一項(xiàng)抵押貸款協(xié)議修改計(jì)劃,旨在簡(jiǎn)化對(duì)房利美和房地美所持違約抵押貸款協(xié)議進(jìn)行重新談判和修改的程序。該方案將對(duì)數(shù)以十萬(wàn)計(jì)借款者的貸款條件做出修改,以抑制止贖率的飆升。

More than 4 million American homeowners, or 9 percent of borrowers with a mortgage were either behind on their payments or in foreclosure at the end of June, according to the most recent data from the Mortgage Bankers Association.
抵押貸款銀行家協(xié)會(huì)的最新數(shù)據(jù)顯示,截至今年6月底,已有400多萬(wàn)美國(guó)住房所有人推遲了抵押貸款的支付,或面臨喪失抵押品贖回權(quán)(止贖權(quán)),約占持有抵押貸款住房所有人總數(shù)的9%。
在上面的報(bào)道中,foreclosure就是指the legal proceedings initiated by a creditor to repossess the collateral for loan that is in default,“止贖權(quán)”,也稱(chēng)“喪失抵押品贖回權(quán)”,我們?cè)谛侣劺镉袝r(shí)也會(huì)看到一棟棟小樓前豎立著寫(xiě)著Foreclosure的牌子。對(duì)房地產(chǎn)來(lái)說(shuō),foreclosure指的是這樣一個(gè)過(guò)程:如果房主在一定時(shí)間內(nèi)無(wú)法按時(shí)付出每月的貸款額,房屋將被貸款公司沒(méi)收,然后通過(guò)拍賣(mài)公司或房地產(chǎn)公司上市出售。當(dāng)然,這樣的房子的售價(jià)要比市價(jià)更低一些。
Foreclosure是foreclose的名詞形式,foreclose做動(dòng)詞表示“取消抵押品贖回權(quán)”,如:The building society will be forced to foreclose on this mortgage because regular payments have not been made.(由于沒(méi)有定期交納付款,住宅互助協(xié)會(huì)被迫取消這項(xiàng)抵押的贖取權(quán)。)此外,它還可以用來(lái)表示“排除,阻止或預(yù)先處理”。如:We won’t foreclose the prospect of a better future.(我們不會(huì)拿我們的未來(lái)開(kāi)玩笑。)
