20. Miami, Florida

Despite being hit hard by Hurricane Irma, Miami's beaches and world-renowned party scene attracted 8.1 million visitors in 2017.

19. Mecca, Saudi Arabia

This desert city is known as the birthplace of both the Islam faith and the Prophet Muhammad, which is why millions make the pilgrimage to Mecca every year. Only Muslims are allowed to enter the city, which has counted 8.7 million visitors this year.
