國(guó)家發(fā)展和改革委員會(huì)新聞發(fā)言人孟瑋15日透露，中國(guó)國(guó)務(wù)院已確定將31家國(guó)有企業(yè)納入第三批混合所有制改革試點(diǎn)范圍。

China has picked a group of 31 State-owned enterprises for the third round of SOE mixed ownership reform, aiming to bring more private capital into the State sector, officials at the country's top economic planner said on Wednesday.
15日，發(fā)改委官員表示，我國(guó)已選定31家國(guó)有企業(yè)進(jìn)行第三批混合所有制改革，以將更多民間資本引入國(guó)企。

《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》指出要積極發(fā)展混合所有制經(jīng)濟(jì)（mixed-ownership economy/mixed economy）。國(guó)有資本（State-owned capital）、集體資本（collective capital）、非公有資本（non-public capital）等交叉持股、相互融合的混合所有制經(jīng)濟(jì)，是基本經(jīng)濟(jì)制度的重要實(shí)現(xiàn)形式（an important way to materialize the basic economic system），有利于國(guó)有資本放大功能、保值增值、提高競(jìng)爭(zhēng)力（improving the amplification function of State-owned capital, ensuring the appreciation of its value and raising its competitiveness），有利于各種所有制資本取長(zhǎng)補(bǔ)短、相互促進(jìn)、共同發(fā)展。

今年的《政府工作報(bào)告》也提出：

深化混合所有制改革，在電力、石油、天然氣、鐵路、民航、電信、軍工等領(lǐng)域邁出實(shí)質(zhì)性步伐。
We will deepen reform to establish mixed ownership systems, and make substantive progress in industries including electric power, petroleum, natural gas, railways, civil aviation, telecommunications, and defense.

國(guó)家發(fā)展和改革委員會(huì)新聞發(fā)言人孟瑋表示，前兩批19家中央企業(yè)混合所有制改革試點(diǎn)正在逐步落地，超過(guò)三分之一的試點(diǎn)企業(yè)已基本完成引入投資者（introducing new investors）、設(shè)立新公司（establishing new companies）、重構(gòu)公司治理機(jī)制（boosting corporate governance）、建立內(nèi)部激勵(lì)機(jī)制（setting up new internal incentive mechanism）等工作，其他企業(yè)也正在按照試點(diǎn)方案加快落實(shí)。
