國務(wù)院總理李克強(qiáng)4月26日主持召開國務(wù)院常務(wù)會(huì)議，確定進(jìn)一步推進(jìn)“多證合一”和削減工商登記前置審批，持續(xù)降低制度性交易成本激發(fā)市場活力。

China will keep integrating business certifications and licenses into one consolidated business license, which is to further reduce institutional costs for market entities and stimulate market vitality as part of the country's business registration reform.
我國將繼續(xù)推行工商登記制度改革，推進(jìn)“多證合一”，持續(xù)降低市場主體的制度性成本，激發(fā)市場活力。

所謂的“多證合一”（integrating multiple certifications and licenses into one consolidated business license），是在去年已經(jīng)全面實(shí)施的工商營業(yè)執(zhí)照（business license）、組織機(jī)構(gòu)代碼證（organization code certificate）和稅務(wù)（tax registration certificate）、社會(huì)保險(xiǎn)（social security registration）、統(tǒng)計(jì)登記證（statistical registration certificate）“五證合一”改革的基礎(chǔ)上，將涉及市場主體登記、備案（market entity registration and record）等有關(guān)事項(xiàng)和各類證照進(jìn)一步整合到營業(yè)執(zhí)照上。逐步使“一照一碼”營業(yè)執(zhí)照（a unified business license with a unified social credit code）成為企業(yè)走天下的唯一“身份證”。

會(huì)議要求，進(jìn)一步梳理涉企證照事項(xiàng)。對(duì)沒有法律法規(guī)依據(jù)、非按法定程序設(shè)定的一律取消（Any of enterprise-related certificates and licenses with no statuary foundations or set without due legal procedures will be canceled）；對(duì)關(guān)系公共安全等需要繼續(xù)保留的要實(shí)行準(zhǔn)入清單管理，并完善和加強(qiáng)事中事后監(jiān)管（Supervision will be strengthened to oversee registration and post-registration procedures）。

作為推進(jìn)供給側(cè)結(jié)構(gòu)性改革（supply-side structural reform）和行政改革（administrative reforms）的重要舉措，多證合一將進(jìn)一步轉(zhuǎn)變政府職能（transform governmental functions），釋放改革帶來的紅利（unleash benefits enabled by reforms）。
