Chinese President Xi Jinping on Thursday called to strengthen China's national defense and the combativeness of its armed forces, by greater civil-military integration.

國(guó)家主席習(xí)近平周四（3月12日）強(qiáng)調(diào)，深入實(shí)施軍民融合，以加強(qiáng)國(guó)防和武裝部隊(duì)的戰(zhàn)斗力。

“軍民融合”可以用civil-military integration 表示，國(guó)家主席習(xí)近平在出席十二屆全國(guó)人大三次會(huì)議解放軍代表團(tuán)全體會(huì)議（ a plenary meeting of the People's Liberation Army delegation ）時(shí)指出，全軍應(yīng)貫徹執(zhí)行軍民融合發(fā)展戰(zhàn)略（the development strategy of civil-military integration），以開創(chuàng)軍隊(duì)能力建設(shè)新局面（break new grounds in the PLA's capability building）。

習(xí)近平指出，全軍著力開展實(shí)戰(zhàn)化軍事訓(xùn)練（carry out real combat-like military trainings），大力推進(jìn)黨風(fēng)廉政建設(shè)（improve the Party's work style）和反腐敗斗爭(zhēng)，貫徹強(qiáng)軍目標(biāo)取得了新的重大進(jìn)展。

習(xí)近平同時(shí)指出因?yàn)閷?shí)施軍民融合，國(guó)家的經(jīng)濟(jì)與國(guó)防實(shí)力得到同步增長(zhǎng)（synchronize development in its economic and national defense capabilities）。同時(shí)要看到，我國(guó)軍民融合發(fā)展還處于初步階段（at a preliminary phase），還存在思想觀念跟不上、頂層統(tǒng)籌統(tǒng)管體制缺乏（ lack of top-level coordination）、工作執(zhí)行力度不夠（lax implementation）等問題，要使兩者協(xié)調(diào)發(fā)展、平衡發(fā)展、兼容發(fā)展（achieve coordinated, balanced and compatible development）。
