中國人民政治協(xié)商會(huì)議設(shè)全國委員會(huì)和地方委員會(huì)。凡贊成中國人民政治協(xié)商會(huì)議章程的黨派和團(tuán)體，經(jīng)政協(xié)全國委員會(huì)或地方委員會(huì)的常務(wù)委員會(huì)協(xié)商同意，得參加全國委員會(huì)或地方委員會(huì)；個(gè)人經(jīng)政協(xié)全國委員會(huì)或地方委員會(huì)的常務(wù)委員會(huì)協(xié)商邀請(qǐng)，亦得參加全國委員會(huì)或地方委員會(huì)。參加政協(xié)的單位和個(gè)人都有遵守和履行政協(xié)章程的義務(wù)，也有聲明退出政協(xié)的自由。

All political parties and mass organizations that support the charter of the CPPCC may sit on the National Committee or local committees, upon agreement by the National Committee or local committees after deliberation. Individuals, invited by the National Committee or the standing committees of local committees, may also become members of the National Committee or local committees. Units or individuals who have joined the CPPCC have the obligation to observe and implement the charter of the CPPCC. They have the freedom to withdraw from the CPPCC.

全國委員會(huì)對(duì)地方委員會(huì)的關(guān)系和上級(jí)地方委員會(huì)對(duì)下級(jí)地方委員會(huì)的關(guān)系是指導(dǎo)關(guān)系。地方委員會(huì)對(duì)全國委員會(huì)的全國性決議，下級(jí)地方委員會(huì)對(duì)上級(jí)地方委員會(huì)的全地區(qū)性決議，有遵守和履行的義務(wù)。
??? The relationship between the National Committee and local committees and between higher level committees and lower level committees is one of guidance. Local committees have the obligation to observe and carry out national decisions adopted by the National Committee and lower level committees have the obligation to observe and carry out regional decisions adopted by the higher level committees.

全國委員會(huì)每屆任期5年，每年舉行一次全體會(huì)議。全國委員會(huì)設(shè)主席1人、副主席若干人，秘書長1人，并設(shè)立常務(wù)委員會(huì)主持會(huì)務(wù)。常務(wù)委員會(huì)由全國委員會(huì)主席、副主席、秘書長和常務(wù)委員組成，其候選人由參加政協(xié)全國委員會(huì)的各黨派、團(tuán)體、各民族和各界人士協(xié)商提名，經(jīng)全國委員會(huì)全體會(huì)議選舉產(chǎn)生。全國委員會(huì)主席主持常務(wù)委員會(huì)的工作，副主席、秘書長協(xié)助主席工作。主席、副主席、秘書長組成主席會(huì)議，處理常務(wù)委員會(huì)的重要日常工作。全國委員會(huì)設(shè)副秘書長若干人，協(xié)助秘書長進(jìn)行工作。
??? The National Committee serves for a term of five years and holds a plenary session once every year. The National Committee has a chairman, vice chairmen and secretary-general. Its Standing Committee presides over the work of the National Committee. The Standing Committee is composed of the chairman, vice chairmen, secretary-general and members. Candidacy of members to the Standing Committee is proposed by political parties, mass organizations, and people representing various walks of life of the CPPCC, and elected by the plenary session of the National Committee. The chairman of the National Committee presides over the work of the Standing Committee and vice chairmen and secretary-general assist the chairman in his (her) work. The meeting of the chairmen is composed of the chairman, vice chairmen and secretary-general and deals with the important aspects of the day-to-day work of the Standing Committee. The National Committee has several vice secretaries-general to assist the secretary-general in his (her) work.

全國委員會(huì)設(shè)辦公廳，在秘書長領(lǐng)導(dǎo)下進(jìn)行工作；根據(jù)工作需要設(shè)若干專門委員會(huì)及其他工作機(jī)構(gòu)。專門委員會(huì)是在常務(wù)委員會(huì)和主席會(huì)議領(lǐng)導(dǎo)下，組織委員進(jìn)行經(jīng)常性活動(dòng)的工作機(jī)構(gòu)。各專門委員會(huì)設(shè)主任1人，副主任、委員若干人。政協(xié)全國委員會(huì)現(xiàn)設(shè)立的9個(gè)專門委員會(huì)是：提案委員會(huì)、經(jīng)濟(jì)委員會(huì)、人口資源環(huán)境委員會(huì)、教科文衛(wèi)體委員會(huì)、社會(huì)和法制委員會(huì)、民族和宗教委員會(huì)、文史資料委員會(huì)、港澳臺(tái)僑委員會(huì)、外事委員會(huì)。政協(xié)全國委員會(huì)的機(jī)關(guān)報(bào)是《人民政協(xié)報(bào)》，1983年創(chuàng)刊，現(xiàn)為周六刊，每期發(fā)行約20萬份。
??? The National Committee operates a general affairs office which conducts its work under the leadership of the secretary-general. The CPPCC National Committee also sets up a number of special committees and other working organs in accordance with the actual need of its work. The special committees, under the leadership of the Standing Committee and the meeting of the chairmen, organize CPPCC members to engage in regular activities. Each special committee consists of a chairman, vice chairmen and members. The CPPCC National Committee has nine special committees: the proposals handling committee, the economic affairs committee, the population, resources and environment committee, the education, science, culture, health and sports committee, the social and legal affairs committee, ethnic and religious affairs committee, the cultural and historical data committee, the Hong Kong, Macao, Taiwan and overseas Chinese liaison committee, and the foreign affairs committee. The People's Political Consultation News, established in 1983 and published in six issues a week with a circulation of 200,000 copies each issue, is the organ newspaper of the CPPCC National Committee.

??? The CPPCC is actively engaged in exchanges with foreign countries for the purpose of strengthening the friendship with people in foreign countries. It has established friendly contacts with 105 national organizations in various countries and 4 international organizations.

人民政協(xié)各級(jí)地方委員會(huì)每屆任期5年。各級(jí)地方委員會(huì)及其常務(wù)委員會(huì)的組成、產(chǎn)生辦法、職責(zé)、主要工作機(jī)構(gòu)的設(shè)置等，與全國委員會(huì)相似。
??? Local committees of the CPPCC at various levels serve a term of five years. The way of organization, responsibilities and the setup of major working bodies of local committees and their standing committees are the same as the National Committee.
