國家主席習近平強調(diào)改革在中國適應(yīng)“新常態(tài)”過程中的作用，并表示改革是推動發(fā)展的制勝法寶，中國應(yīng)該保持其“戰(zhàn)略定力”。

“戰(zhàn)略定力”用英文strategic focus表示，是指具有決定性意義的戰(zhàn)略任務(wù)（strategic task）。保持戰(zhàn)略定力指的是，針對經(jīng)濟發(fā)展放緩（slowing economic growth），不能自亂手腳，既要探索方法有所作為，但也要穩(wěn)得住。Strategic指戰(zhàn)略性的，如戰(zhàn)略伙伴關(guān)系（strategic partnership），戰(zhàn)略性資源（strategic resources）等。

考察期間，習近平指出，路總是有的，路就在腳下（there is always a path out, and the path is lying at our feet），關(guān)鍵是要通過變革打通道路，釋放經(jīng)濟發(fā)展?jié)摿Γ╱nleash economic potential）。習近平希望浙江努力在提高全面建成小康社會（moderately prosperous society）水平上更進一步。

習近平強調(diào)要加強對黨員干部（party cadres）的法治教育，“三嚴三實”（three stricts and three honests）專題教育要突出問題導向，貫徹從嚴要求。三嚴三實指的是嚴以修身、嚴以用權(quán)、嚴以律己（being strict in morals, power and self-discipline），謀事要實、創(chuàng)業(yè)要實、做人要實（being honest in decisions, business and behavior）。
