中央經(jīng)濟(jì)工作會(huì)議12月10日至13日在北京舉行。會(huì)議指出，做好明年經(jīng)濟(jì)工作，最核心的是要堅(jiān)持穩(wěn)中求進(jìn)、改革創(chuàng)新。

中央經(jīng)濟(jì)工作會(huì)議指出，要在保持穩(wěn)定經(jīng)濟(jì)形勢(shì)的前提下尋求合理增長(zhǎng)，會(huì)議并未設(shè)定具體的國(guó)內(nèi)生產(chǎn)總值增長(zhǎng)目標(biāo)。

中央經(jīng)濟(jì)工作會(huì)議（Central Economic Work Conference）是判斷當(dāng)前經(jīng)濟(jì)形勢(shì)（economic situation）和定調(diào)第二年宏觀經(jīng)濟(jì)政策（macroeconomic policy）最權(quán)威的風(fēng)向標(biāo)，同時(shí)也是每年級(jí)別最高的經(jīng)濟(jì)工作會(huì)議。

會(huì)議指出，做好明年經(jīng)濟(jì)工作，最核心的是要堅(jiān)持穩(wěn)中求進(jìn)、改革創(chuàng)新（to seek steady growth and promote reforms and innovations）。

會(huì)議提出了明年經(jīng)濟(jì)工作的主要任務(wù)。

1. 切實(shí)保障國(guó)家糧食安全（to safeguard national food security）。必須實(shí)施以我為主、立足國(guó)內(nèi)、確保產(chǎn)能、適度進(jìn)口、科技支撐的國(guó)家糧食安全戰(zhàn)略（A national food security strategy based on domestic supply and moderate imports will be followed. It will ensure production capacity and endorse science and technology.）。

2. 大力調(diào)整產(chǎn)業(yè)結(jié)構(gòu)（to make strenuous efforts to adjust the country's industrial structure）。要著力抓好化解產(chǎn)能過(guò)剩和實(shí)施創(chuàng)新驅(qū)動(dòng)發(fā)展（eliminating obsolete and unneeded capacity and promoting innovation-driven growth）。

3. 著力防控債務(wù)風(fēng)險(xiǎn)（to make an effort to control the debt risks of local governments）。加強(qiáng)源頭規(guī)范，把地方政府性債務(wù)分門別類納入全口徑預(yù)算管理，嚴(yán)格政府舉債程序（to strengthen regulations for local governments' debt issuance and classify local governments' debt into different categories）。

4. 積極促進(jìn)區(qū)域協(xié)調(diào)發(fā)展（to actively promote the coordinated development of all the regions）。要繼續(xù)深入實(shí)施區(qū)域發(fā)展總體戰(zhàn)略，完善并創(chuàng)新區(qū)域政策，重視跨區(qū)域、次區(qū)域規(guī)劃（to deepen the implementation of overall regional development strategies, improve and create new regional development policies and pay attention to cross-regional and sub-regional development planning programs）。

5. 著力做好保障和改善民生工作。要繼續(xù)按照守住底線、突出重點(diǎn)、完善制度、引導(dǎo)輿論的思路，切實(shí)做好改善民生各項(xiàng)工作（the government must improve citizens' living conditions by "defending the bottom line, doing well in key points, improving systems and guiding public opinion"）。

6. 不斷提高對(duì)外開(kāi)放水平（to improve the nation's opening-up process）。要保持傳統(tǒng)出口優(yōu)勢(shì)，創(chuàng)造新的比較優(yōu)勢(shì)和競(jìng)爭(zhēng)優(yōu)勢(shì)，擴(kuò)大國(guó)內(nèi)轉(zhuǎn)方式調(diào)結(jié)構(gòu)所需設(shè)備和技術(shù)等進(jìn)口（China should maintain its traditional export strengths, create new comparative advantages and competitive edges, but should also boost imports of equipment and technology that are badly needed for its domestic restructuring process and the transformation of its development model）。
