“年薪30萬(wàn)元去當(dāng)聘任制公務(wù)員!”“五一”小長(zhǎng)假過(guò)后,浙江義烏5名聘任制公務(wù)員即將上崗的消息,引發(fā)社會(huì)熱議。

In the past six months, eastern China's Zhejiang Province has recruited contract-based government officers in an attempt to reform the civil servant system amid China's anti-corruption campaign.
在過(guò)去半年里,浙江開始招聘“合同制公務(wù)員”,試圖在當(dāng)前中國(guó)開展反腐運(yùn)動(dòng)的背景下對(duì)公務(wù)員體系進(jìn)行改革。
“合同制公務(wù)員”就是contract-based government officer或contract-based civil servant。浙江義烏市發(fā)布的這些contract-based jobs(聘用制職位)年薪在30萬(wàn)到60萬(wàn)人民幣之間,是該市普通公務(wù)員年薪的3到6倍。
深圳在2010年曾聘任3200多名“合同制公務(wù)員”,簽的是three-year labor contract(三年期勞動(dòng)合同)。根據(jù)中國(guó)勞動(dòng)法,如果員工和企業(yè)連續(xù)簽定兩次勞動(dòng)合同,那么下一次員工將能和企業(yè)簽定work contract with no fixed terms(無(wú)限期勞動(dòng)合同)。
傳統(tǒng)的公務(wù)員考試內(nèi)容和年齡限制把一些政府急需的專業(yè)人才拒之門外,合同制公務(wù)員應(yīng)時(shí)而生。專家指出,當(dāng)前對(duì)公務(wù)員的performance evaluation system(績(jī)效考核機(jī)制)還比較落后,recruitment and dismissal mechanism(任免機(jī)制)也有待完善。
