北京市28日發(fā)布《小客車數(shù)量調(diào)控暫行規(guī)定》實施細(xì)則(2013年修訂)，從明年起到2017年的四年間，增量小客車年度配置指標(biāo)由24萬個減少到15萬個，將根據(jù)個人參加搖號的累計次數(shù)設(shè)置階梯中簽率，示范應(yīng)用新能源車中的純電動車將單獨搖號。

Beijing will adjust the license plate lottery system next year to give lottery applicants who have been applying for license plates for longer periods better odds of winning.
北京市明年將調(diào)整車牌搖號系統(tǒng)，提高長時間參與搖號個人的中簽率。
Odds of winning或者odds of success都表示“成功率”，在這里就指小客車車牌搖號（license plate lottery）時的“中簽率”。累計參加搖號24次(含)（applicants who have taken part in 24 or fewer rounds of the lottery）以內(nèi)未中簽的，中簽率為當(dāng)期基準(zhǔn)中簽率；累計參加搖號25次至36次未中簽的，中簽率自動升為當(dāng)期基準(zhǔn)中簽率的2倍；累計參加搖號37次至48次未中簽的，中簽率自動升為當(dāng)期基準(zhǔn)中簽率的3倍，以此類推。
根據(jù)新規(guī)定，北京將設(shè)立單獨的搖號池配置示范應(yīng)用新能源小客車（new-energy vehicle）指標(biāo)。為了進(jìn)一步推廣新能源汽車，北京市將在新建小區(qū)內(nèi)增設(shè)充電樁（charging station）。
北京市從2011年開始實行小客車車牌搖號政策，只有持北京市戶口（household registration in Beijing）或在北京連續(xù)納稅5年以上的外地人員（immigrants who have paid taxes in the capital for more than five years）才可申請搖號。
