中國(guó)國(guó)務(wù)院8月17日發(fā)布了“寬帶中國(guó)”戰(zhàn)略實(shí)施方案,部署未來(lái)8年寬帶發(fā)展目標(biāo)及路徑,意味著“寬帶戰(zhàn)略”從部門行動(dòng)上升為國(guó)家戰(zhàn)略,寬帶首次成為國(guó)家戰(zhàn)略性公共基礎(chǔ)設(shè)施。

China has outlined targets and timetables for broadband development in order to boost information consumption and facilitate economic restructuring. The "Broadband China" strategy aims to expand broadband coverage in both rural and urban areas, with urban and rural household broadband speeds reaching 20 megabytes per second (Mbps) and 4 Mbps respectively by 2020, according to a statement released Saturday by the State Council, China's cabinet.
為促進(jìn)信息消費(fèi)和經(jīng)濟(jì)結(jié)構(gòu)調(diào)整,中國(guó)已制定寬帶發(fā)展的目標(biāo)和時(shí)間表。國(guó)務(wù)院上周六發(fā)布的聲明稱,“寬帶中國(guó)”戰(zhàn)略的目標(biāo)是讓寬帶網(wǎng)絡(luò)全面覆蓋城鄉(xiāng),到2020年,城市和農(nóng)村的寬帶接入速度分別達(dá)到20 Mbps和4 Mbps。
“寬帶中國(guó)”(Broadband China)戰(zhàn)略就是用幾年的時(shí)間對(duì)中國(guó)的網(wǎng)速進(jìn)行“降價(jià)提速”(to speed up the network and lower the service fees)。這項(xiàng)工程由工信部(Ministry of Industry and Information Technology)實(shí)施,爭(zhēng)取國(guó)家政策和資金支持,加快推進(jìn)3G(The 3rd Generation Telecommunication)和光纖寬帶(fiber broadband)網(wǎng)絡(luò)發(fā)展,擴(kuò)大覆蓋范圍。
此次戰(zhàn)略的出臺(tái),可看作是促進(jìn)信息消費(fèi)(information consumption)的配套政策(supporting policies),也是打造“中國(guó)經(jīng)濟(jì)升級(jí)版”(updated version of the Chinese economy)的重要政策措施,將成為帶動(dòng)消費(fèi)、拉動(dòng)投資的利器。
信息消費(fèi)(information consumption)是一種直接或間接以信息產(chǎn)品(information product)和信息服務(wù)(information service)為消費(fèi)對(duì)象的消費(fèi)活動(dòng)。從全球信息產(chǎn)業(yè)(information industry)發(fā)展來(lái)看,信息消費(fèi)涵蓋生產(chǎn)消費(fèi)(productive consumption)、生活消費(fèi)(living consumption)、管理消費(fèi)(management consumption)等領(lǐng)域,覆蓋信息服務(wù),如語(yǔ)音通信(voice communication)、互聯(lián)網(wǎng)數(shù)據(jù)及接入服務(wù)( online information access services)、信息內(nèi)容和應(yīng)用服務(wù)(content and application services)、軟件等多種服務(wù)形態(tài);覆蓋手機(jī)、平板電腦(tablet)、智能電視(Smart TV)等多種信息產(chǎn)品;還包括基于信息平臺(tái)的電子商務(wù)(e-commerce)、云服務(wù)(cloud services)等間接拉動(dòng)消費(fèi)的新型信息服務(wù)模式。
