出于對(duì)陳水扁上臺(tái)以來(lái)“施政無(wú)方”及親屬、親信涉及多起弊案的不滿,國(guó)民黨和親民黨于本月初提案罷免陳水扁。臺(tái)“立法院”6月27日上午就此案進(jìn)行記名投票,結(jié)果由于民進(jìn)黨籍“立委”全部沒(méi)有到場(chǎng),只有133名“立委”參加投票,其中同意票119票,不同意票0票,無(wú)效票14票。罷免案未獲通過(guò)。

Only 119 "lawmakers" in the 221-member "Legislative Yuan" voted for therecallmotion far short of the two-thirds majority, or 148 votes needed to pass the motion calling for a public referendum on whether to oust Chen.
Recall一般用作動(dòng)詞,表示回憶、回想,跟remember 近義。在這里用作“罷免”,其英文釋義是“the procedure by which a public official may be removed from office by popular vote”,即公民通過(guò)投票撤消某個(gè)官員的職務(wù)。例如: He has repeatedly said that the timing is not right for recalling the president. (他一再說(shuō)罷免總統(tǒng)的時(shí)間尚未成熟)。文中的recall motion即“罷免案”。
另外,在這里順便提一下另一個(gè)危機(jī)官職的詞匯impeach,意思是to charge (a public official) with improper conduct in office before a proper tribunal,在適宜的法庭上指控(官員)在職期間有不正當(dāng)行為,即“彈劾”。新聞中的public referendum指的是“公投”。
