2014年《政府工作報(bào)告》明確提出，要推進(jìn)以人為核心的新型城鎮(zhèn)化，要著重解決好現(xiàn)有“三個(gè)1億人”問(wèn)題。

“三個(gè)1億人”問(wèn)題可用three tasks concerning 100 million people來(lái)表示，具體說(shuō)來(lái)就是：促進(jìn)約1億農(nóng)業(yè)轉(zhuǎn)移人口落戶城鎮(zhèn)（granting urban residency to around 100 million rural people who have moved to cities），改造約1億人居住的城鎮(zhèn)棚戶區(qū)和城中村（rebuilding rundown city areas and villages inside cities where around 100 million people live），引導(dǎo)約1億人在中西部地區(qū)就近城鎮(zhèn)化（guiding the urbanization of around 100 million rural residents of the central and western regions in cities there）。
