 教育公平 Equal Access to Education

A target for the country's education policies aiming at ensuring equal opportunity for all to receive education of equal quality. First listed as a policy target in the Resolution on Several Great Issues of Building Harmonious Society approved in the Sixth Plenary Session of the 16th Central Committee of the Communist Party of China in 2006, it is stressed over and again in official documents as one of the preconditions for social equality. The State has staged a series of policies to achieve this target, ranging from offering free compulsory education, waiving tuitions for university students in teacher educating programs, sharing facilities and teaching faculty among different primary schools within a city to increasing the State financial input in rural areas.
這是國家教育政策要實現的目標，旨在保證每個受教育者有同等的機會受到同等質量的教育。2006年，中國共產黨第十六次全國代表大會第六次會議上提出的《中共中央關于構建社會主義和諧社會若干重大問題的決定》中首次將其列為為政策目標，突出強調并再次將其以正式文件的方式確立下來，作為社會平等的先決條件。政府出臺了一系列政策以實現這一目標，包括實行免費義務教育、高校師范專業(yè)學生免學費、同一城市不同的初級學校共享設施和師資以及增加國家財政對農村地區(qū)的教育投入。
