Chinese political advisors are proposing the country complete its social security network and make it accessible to all elderly people.
政協(xié)委員們建議國(guó)家進(jìn)一步完善社會(huì)保障體系，使所有的老人都可以從中得到保障。
The proposal, by the Central Committee of the China Democratic League, says that the country's economic development has been seriously affected by the financial crisis, which has in turn had a negative impact on the country's aging population.
該提案由民盟中央委員會(huì)提出，提案表示，國(guó)家經(jīng)濟(jì)發(fā)展深受經(jīng)濟(jì)危機(jī)影響，進(jìn)而使我國(guó)的老齡人口也受到不利影響。
上面的報(bào)道中，proposal就是我們?cè)诿磕甑摹皟蓵?huì)”期間聽(tīng)得最多的那個(gè)詞“提案”。Proposal是名詞形式，其動(dòng)詞形式為propose（提議、建議）。開(kāi)會(huì)時(shí)，我們可以make a proposal（提出建議），withdraw a proposal（撤回提案），甚至通過(guò)某種程序來(lái)veto a proposal（否決提案）。
Proposal和propose還有“求婚”的意思，比如：Tom made a proposal/proposed to Mary yesterday, but he was declined unfortunately. （湯姆昨天向瑪麗求婚，但是不幸被拒絕了。）
