美國(guó)中期選舉塵埃落定，民主黨重掌參眾兩院而且?jiàn)Z得了參議院的控制權(quán)。這對(duì)共和黨人布什來(lái)說(shuō)，可謂一大重創(chuàng)。他已成為名副其實(shí)的“l(fā)ame duck”（字面意：跛腳鴨；比喻義：失去影響力的窘境），即任期將滿(mǎn)不能重新當(dāng)選的官員。

美國(guó)總統(tǒng)任期是四年，可競(jìng)選連任一次。如果一位總統(tǒng)干到第六年，那么明擺著他是快要離開(kāi)白宮了，這時(shí)手下的官員可能不再那么買(mǎi)他的帳。對(duì)于布什而言，中期選舉慘敗，參眾兩院已不在他的控制之下，此時(shí)的他，的的確確成了一名處境窘迫的“l(fā)ame duck”。
