報(bào)道中的voucher就是引起臺灣民眾公憤的“禮券”，也可寫成“gift voucher”。實(shí)質(zhì)上，在現(xiàn)實(shí)生活中，人們使用voucher的頻率相當(dāng)高，如員工的“飯票”、用來購物的“購物券”，這時(shí)，其英文的基本釋義是a certificate which is worth a certain monetary value，即我們常常言及的“代金券”。請看下面例句：
Some firms give their workers luncheon vouchers. 有些公司會給員工發(fā)午餐券。
另外，voucher也用來指“a written record of expenditure, a proof”（花費(fèi)的憑據(jù)、單據(jù)），例如：a baggage voucher（行李單）；a pay voucher（工資單）。由此，voucher做動(dòng)詞時(shí)也可引申為“證明；出示憑證”，例如：
A company would voucher employees when the payroll cannot be met. 公司在發(fā)不出工資時(shí)，會給員工開寫一定的憑證。
