圍繞對(duì)華實(shí)施“人民幣匯率報(bào)復(fù)案”的表決問(wèn)題,美國(guó)議員觀點(diǎn)不一。北京時(shí)間今天凌晨,兩位美國(guó)參議員在美國(guó)國(guó)會(huì)共同提出“2006美國(guó)貿(mào)易加強(qiáng)法案”,旨在向中國(guó)等所謂“匯率失衡”國(guó)采取貿(mào)易懲罰措施。就在兩位參議員的新聞發(fā)布會(huì)后一小時(shí),美國(guó)參議員舒默和格雷厄姆表示,他們將推遲向進(jìn)口自中國(guó)的商品征收27.5%的關(guān)稅的立法投票,至少要到9月29日再對(duì)此立法進(jìn)行投票。

報(bào)道中的sideline頗富神韻,恰到好處地表達(dá)了參議員舒默和格雷厄姆的立場(chǎng)觀點(diǎn),即他們并不積極支持馬上就這一“報(bào)復(fù)”性法案進(jìn)行投票。
Sideline本是一個(gè)體育術(shù)語(yǔ),指球場(chǎng)的“邊線”或沿著邊線的“界外區(qū)域”。如:The coach stood on the sidelines shouting to his players.(教練站在界外向他的運(yùn)動(dòng)員們吆喝。)很明顯,“界外”的人不能參與其中,由此,sideline常和介詞on連用--on the sidelines,表示“旁觀”,sideliner則指“局外人;旁觀者”。
Sideline做動(dòng)詞時(shí),常指“運(yùn)動(dòng)員因傷而不能參加比賽”,如:She was sidelined with an ankle injury.(她因腳踝受傷而不能參加比賽。)由此,它也可延伸為“不參與”、“對(duì)某事持觀望態(tài)度”或“不積極支持”。
另外,sideline還常表示"副業(yè)",如:I'm a teacher really; my writing is just a sideline.(我其實(shí)是個(gè)教師, 寫作只是我的兼職。)
