備受矚目的中國(guó)軍改近日邁出關(guān)鍵一步，總參謀部、總政治部、總后勤部、總裝備部四總部改為15個(gè)職能部門。

China has reorganized its four military headquarters -- staff, politics, logistics and armaments -- into 15 new agencies under the Central Military Commission (CMC). Wu Qian, spokesman for the Ministry of National Defense, said the multi-department structure will help the CMC function better and is conducive to consolidating the absolute leadership of the Party over the armed forces.
中國(guó)已經(jīng)將總參謀部、總政治部、總后勤部、總裝備部四總部改為由中央軍委領(lǐng)導(dǎo)的15個(gè)職能部門。國(guó)防部發(fā)言人吳謙表示，多部門制將有助于軍委實(shí)現(xiàn)其職能，鞏固黨對(duì)軍隊(duì)的絕對(duì)領(lǐng)導(dǎo)。

軍委調(diào)整后實(shí)行多部門制（multi-department structure），設(shè)15個(gè)職能部門，由中央軍委（Central Military Commission，CMC）直接管轄。軍委原有體制為總部制，在中央軍委下設(shè)總參謀部（General Staff Headquarters）、總政治部（General Political Department）、總后勤部（General Logistics Department）、總裝備部（General Armament Department）四總部。

改革后的15個(gè)部門具體由三委、一辦、六部、五直屬構(gòu)成。三委（three commissions）具體包括：軍委紀(jì)委（commission of discipline inspection）、軍委政法委（commission of politics and law）、軍委科技委（commission of science and technology）。六部（six departments）：聯(lián)合參謀部（joint staff department）、政治工作部（political work department）、后勤保障部（logistical support department）、裝備發(fā)展部（equipment development department）、訓(xùn)練管理部（training department）、國(guó)防動(dòng)員部（national defense mobilization department）。一辦（one office）：軍委辦公廳（the general office）。五直屬（five divisions）：戰(zhàn)略規(guī)劃辦公室（strategic planning office）、改革和編制辦公室（reform and organizational structure office）、國(guó)際軍事合作辦公室（international cooperation office）、軍委審計(jì)署（audit office）、機(jī)關(guān)事務(wù)管理總局（administration office）。

此次調(diào)整將使軍委機(jī)關(guān)職能配置更加合理，工作運(yùn)行更加高效。

同時(shí)，習(xí)近平在接見(jiàn)調(diào)整組建后的軍委機(jī)關(guān)各部門負(fù)責(zé)同志時(shí)強(qiáng)調(diào)，軍委機(jī)關(guān)的領(lǐng)導(dǎo)干部講政治是第一要求，要毫不動(dòng)搖堅(jiān)持黨對(duì)軍隊(duì)絕對(duì)領(lǐng)導(dǎo)（absolute leadership）。

習(xí)近平指出，軍委機(jī)關(guān)要把謀打贏作為最大職責(zé)（focus on winning wars as their central task），強(qiáng)化隨時(shí)準(zhǔn)備打仗的思想（strengthen the awareness in preparing for war at any time），集中精力研究軍事、研究戰(zhàn)爭(zhēng)、研究打仗（concentrate on the study of military affairs, wars and how to fight battles），盡快形成順暢高效的聯(lián)合作戰(zhàn)指揮體系（a smooth-running and effective joint command system）。
