5. Energetically promoting cultural progress
國(guó)家發(fā)展、民族振興，不僅需要強(qiáng)大的經(jīng)濟(jì)力量，更需要強(qiáng)大的文化力量。
To develop the country and rejuvenate the nation, we must not only be economically strong, but more importantly, be culturally strong.
文化是一個(gè)民族的精神和靈魂，是一個(gè)民族真正有力量的決定性因素，可以深刻影響一個(gè)國(guó)家發(fā)展的進(jìn)程，改變一個(gè)民族的命運(yùn)。沒有先進(jìn)文化的發(fā)展，沒有全民族文明素質(zhì)的提高，就不可能真正實(shí)現(xiàn)現(xiàn)代化。解放思想、改革開放的時(shí)代精神，已經(jīng)成為推動(dòng)社會(huì)前進(jìn)的先進(jìn)文化力量，使中華民族充滿生機(jī)與活力。
Culture is the spirit and soul of a nation, and the determining factor of whether it is truly strong or not. It can profoundly affect the progress of a country's development and change the destiny of a nation. If we do not develop an advanced culture and improve the whole nation's cultural and ethical levels, we cannot truly modernize. Emancipating our minds, and reform and opening up embody the spirit of our times, and they have become an advanced cultural force driving social progress and have filled the Chinese nation with vigor and vitality.
一年來(lái)，我們大力發(fā)展公益性文化事業(yè)，加快推進(jìn)文化體制改革，加強(qiáng)公共文化服務(wù)體系建設(shè)，促進(jìn)文化產(chǎn)業(yè)快速成長(zhǎng)，繁榮文化市場(chǎng)，有效擴(kuò)大了內(nèi)需。
Over the past year, we vigorously developed non-profit cultural programs, sped up the reform of the cultural management system, improved the system of public cultural services, stimulated the rapid growth of our culture industry, brought prosperity to the culture market, and effectively expanded domestic demand.
新的一年，我們要更加重視和大力加強(qiáng)文化建設(shè)。繼承和弘揚(yáng)中華民族優(yōu)秀傳統(tǒng)文化，吸收和借鑒世界各國(guó)文明成果，建設(shè)中華民族共有精神家園。政府要更好地履行發(fā)展公益性文化事業(yè)的責(zé)任，保障人民群眾的基本需求和權(quán)益。文化基礎(chǔ)設(shè)施建設(shè)和公共文化資源配置要向基層、特別是農(nóng)村和中西部地區(qū)傾斜，推進(jìn)美術(shù)館、圖書館、文化館、博物館免費(fèi)開放，豐富人民群眾的精神文化生活。要繼續(xù)推進(jìn)文化體制改革，扶持公益性文化事業(yè)，發(fā)展文化產(chǎn)業(yè)，鼓勵(lì)文化創(chuàng)新，培育骨干文化企業(yè)，生產(chǎn)更多健康向上的文化產(chǎn)品，滿足人民群眾多樣化的文化需求。促進(jìn)哲學(xué)社會(huì)科學(xué)、廣播影視、新聞出版、檔案事業(yè)發(fā)展，繁榮文學(xué)藝術(shù)創(chuàng)作，加強(qiáng)文物和非物質(zhì)文化遺產(chǎn)保護(hù)。積極開展對(duì)外文化交流，增強(qiáng)中華文化國(guó)際影響力。大力發(fā)展公共體育事業(yè)，廣泛開展全民健身運(yùn)動(dòng)，提高人民的身體素質(zhì)。中華民族不僅能夠創(chuàng)造經(jīng)濟(jì)奇跡，也一定能夠創(chuàng)造新的文化輝煌。
In the new year, we need to pay greater attention to and vigorously promote cultural progress. We will draw upon and carry forward the fine traditional culture of the Chinese nation, draw on and make use of the achievements of the cultures of other countries, and build a home of spirit shared by the whole Chinese nation. Our government needs to better carry out its responsibility for developing non-profit cultural programs and ensure that the people's basic demands are met and that their rights and interests are protected. We will give high priority to the primary level, especially rural areas and the central and western regions in developing cultural infrastructure and allocating public cultural resources; make admission to more art galleries, libraries, cultural centers and museums free of charge; and enrich the people's intellectual and cultural lives. We will continue to reform the cultural management system, support non-profit cultural programs, develop the culture industry, encourage cultural innovation, foster leading cultural enterprises, and produce more healthy and inspirational cultural works to meet the diverse cultural needs of our people. We will promote the development of philosophy, the social sciences, radio, television, film, the press, publishing, and archives; make literary and artistic creation flourish; and strengthen the protection of our cultural relics and intangible cultural heritage. We will vigorously develop cultural exchanges with foreign countries, and make Chinese culture more influential internationally. We will energetically develop recreational sports, launch an extensive exercise campaign for the general public, and improve the people's health. The Chinese nation can not only create economic miracles but also make brilliant new cultural achievements.
