(四)全面實施科教興國戰(zhàn)略和人才強(qiáng)國戰(zhàn)略

4. Fully implementing the strategies of reinvigorating China through science and education and strengthening the nation through human resource development

教育、科技和人才是國家強(qiáng)盛、民族振興的基石,也是綜合國力的核心。

Education, science, and human resources are the cornerstones of national prosperity and rejuvenation, and are also at the core of overall national strength.

優(yōu)先發(fā)展教育事業(yè)。強(qiáng)國必先強(qiáng)教。只有一流的教育,才能培養(yǎng)一流人才,建設(shè)一流國家。要抓緊啟動實施國家中長期教育改革和發(fā)展規(guī)劃綱要。著重抓好五個方面:

We will give high priority to the development of education. For a country to become strong, it must first strengthen education. First-class education is a prerequisite for cultivating high-caliber personnel and building a great country. We will promptly begin to implement the Outline of the National Medium- and Long-Term Program for Education Reform and Development. We will focus on the following five areas.

一是推進(jìn)教育改革。要解放思想,大膽突破,勇于創(chuàng)新,鼓勵試驗,對辦學(xué)體制、教學(xué)內(nèi)容、教育方法、評價制度等進(jìn)行系統(tǒng)改革。堅持育人為本,大力推進(jìn)素質(zhì)教育。探索適應(yīng)不同類型教育和人才成長的學(xué)校管理體制和辦學(xué)模式,提高辦學(xué)和人才培養(yǎng)水平。鼓勵社會力量興辦教育,滿足群眾多樣化的教育需求。

First, we will advance education reform. We need to emancipate our minds, boldly make breakthroughs and innovations, encourage experimentation, and carry out a systematic reform of the system for operating schools, curricula, teaching methods, and evaluation systems. We will continue to give top priority to cultivating the integrity of students and vigorously promote well-rounded education. We will explore systems of school management and ways of providing education that are suitable for different types of education and the development of people with different skills, so that we run schools better and turn out better graduates. We will encourage nongovernmental sectors to run schools in order to meet people's diverse demands for education.

二是促進(jìn)義務(wù)教育均衡發(fā)展。在合理布局的基礎(chǔ)上,加快推進(jìn)中西部地區(qū)初中校舍改造和全國中小學(xué)校舍安全工程,盡快使所有學(xué)校的校舍、設(shè)備和師資達(dá)到規(guī)定標(biāo)準(zhǔn)。為農(nóng)村中小學(xué)班級配備多媒體遠(yuǎn)程教學(xué)設(shè)備,讓廣大農(nóng)村和偏遠(yuǎn)地區(qū)的孩子共享優(yōu)質(zhì)教育資源。加強(qiáng)學(xué)前教育和特殊教育學(xué)校建設(shè)。加大對少數(shù)民族和民族地區(qū)教育的支持。

Second, we will promote the balanced development of compulsory education. On the basis of a rational allocation of resources, we will accelerate the renovation of junior secondary school buildings in the central and western regions. We will also accelerate implementation of the nationwide program for safe primary and secondary school buildings, and ensure that buildings, equipment and teaching staff in all schools reach established standards as soon as possible. We will provide multimedia distance learning facilities for rural primary and secondary schools so that children living in the vast rural and remote areas have access to quality education resources. We will improve preschool education and develop special education schools. We will increase educational support for ethnic minorities and ethnic minority areas.

三是繼續(xù)加強(qiáng)職業(yè)教育。以就業(yè)為目標(biāo),整合教育資源,改進(jìn)教學(xué)方式,著力培養(yǎng)學(xué)生的就業(yè)創(chuàng)業(yè)能力。

Third, we will continue to strengthen vocational education. With the goal of helping students find jobs, we will integrate education resources, improve teaching methods, and focus on nurturing students' employability and entrepreneurial abilities.

四是推進(jìn)高等學(xué)校管理體制和招生制度改革。進(jìn)一步落實高等學(xué)校辦學(xué)自主權(quán),鼓勵高等學(xué)校適應(yīng)就業(yè)和經(jīng)濟(jì)社會發(fā)展需要,調(diào)整專業(yè)和課程設(shè)置,推動高等學(xué)校人才培養(yǎng)、科技創(chuàng)新和學(xué)術(shù)發(fā)展緊密結(jié)合,激勵教師專注于教育,努力建設(shè)有特色、高水平大學(xué)。創(chuàng)建若干一流大學(xué),培養(yǎng)杰出人才。中央財政要加大對中西部高等教育發(fā)展的支持。

Fourth, we will reform the management and admissions systems of institutions of higher learning. We will give them more decision-making power, encourage them to adjust their majors and curricula to meet employment needs and the needs of economic and social development; more intimately integrate personnel training, scientific and technological innovation, and academic development; inspire their teachers to concentrate on education; and become high-level universities with their own distinctive features. We will develop a number of first-class universities that produce outstanding personnel. The central government will increase support for the development of higher education in the central and western regions.

五是加強(qiáng)教師隊伍建設(shè)。從多方面采取措施,吸引優(yōu)秀人才投身教育事業(yè),鼓勵他們終身從教。重點加強(qiáng)農(nóng)村義務(wù)教育學(xué)校教師和校長培訓(xùn),鼓勵優(yōu)秀教師到農(nóng)村貧困地區(qū)從教。加強(qiáng)師德教育,增強(qiáng)教師的責(zé)任感和使命感。教育寄托著億萬家庭對美好生活的期盼,關(guān)系著民族素質(zhì)和國家未來。不普及和提高教育,國家不可能強(qiáng)盛。這個道理我們要永遠(yuǎn)銘記。

Fifth, we will improve the ranks of our teachers. We will take a variety of measures to attract outstanding personnel to pursue careers in education and devote their lives to it. We will focus on strengthening training for teachers and principals of rural compulsory education schools, and encourage excellent teachers to teach in impoverished rural areas. We will intensify education to improve the professional ethics of our teachers, and enhance their sense of responsibility and mission. Hundreds of millions of families place their hopes for a better life on education, and education has a direct bearing on the quality of the nation and the future of the country. A country cannot become strong and prosperous if it does not make education universal and improve its quality. We must always keep this in mind.

大力發(fā)展科學(xué)技術(shù)。要認(rèn)真貫徹自主創(chuàng)新的方針,全面推進(jìn)創(chuàng)新型國家建設(shè),加快實施科技重大專項。著力突破帶動技術(shù)革命、促進(jìn)產(chǎn)業(yè)振興的關(guān)鍵科技問題,突破提高健康水平、保障改善民生的重大公益性科技問題,突破增強(qiáng)國際競爭力、維護(hù)國家安全的戰(zhàn)略高技術(shù)問題。前瞻部署生物、納米、量子調(diào)控、信息網(wǎng)絡(luò)、氣候變化、空天海洋等領(lǐng)域基礎(chǔ)研究和前沿技術(shù)研究。深化科技體制改革,著力解決科技與經(jīng)濟(jì)脫節(jié)的問題,推動以企業(yè)為主體、市場為導(dǎo)向、產(chǎn)學(xué)研相結(jié)合的技術(shù)創(chuàng)新體系建設(shè),促進(jìn)科技資源優(yōu)化配置、開放共享和高效利用。要大力實施知識產(chǎn)權(quán)戰(zhàn)略,加強(qiáng)知識產(chǎn)權(quán)創(chuàng)造、應(yīng)用和保護(hù)。進(jìn)一步激發(fā)廣大科技工作者和全社會的創(chuàng)新活力。

We will vigorously develop science and technology. We need to earnestly implement the policy of independent innovation, comprehensively build an innovative country, and accelerate the implementation of our major science and technology programs. We need to concentrate on making breakthroughs in key scienti?c and technological problems that can drive the technological revolution forward and promote industrial invigoration, in major scienti?c and technological problems related to public welfare that can improve people's health and the quality of their lives, and in problems in strategic, high-tech ?elds that can enhance our country's international competitiveness and safeguard our national security. We will make farsighted arrangements for basic research and research in cutting-edge technologies in the ?elds of biology, nano science, quantum control, information networks, climate change, aerospace and oceanography. We will deepen the reform of the system for managing science and technology; strive to bridge the gap between science and technology and the economy; promote the development of a system of technological innovation in which enterprises play the leading role, the market provides orientation, and the efforts of enterprises, universities and research institutes are integrated; and promote optimal allocation, open sharing, and highly ef?cient use of scienti?c and technological resources. We will vigorously implement the strategy for intellectual property rights and strengthen the creation, application and protection of them. We will further arouse the creativity of scientists, engineers and all of society.

加快人才資源開發(fā)。人才是第一資源。要統(tǒng)籌推進(jìn)各類人才隊伍建設(shè),突出培養(yǎng)創(chuàng)新型科技人才、經(jīng)濟(jì)社會發(fā)展重點領(lǐng)域?qū)iT人才和高技能人才,積極引進(jìn)海外高層次人才。建立健全政府、社會、用人單位和個人等多元化的人才培養(yǎng)投入機(jī)制,充分發(fā)揮市場配置人才資源的基礎(chǔ)性作用,努力營造人才輩出、人盡其才的制度環(huán)境,建設(shè)人力資源強(qiáng)國。

We will accelerate the development of human resources. Talented personnel are the primary resources. We need to develop all types of human resources in a coordinated and all-round way, with the focus on producing innovative scientists and engineers, and experts and professionals in key areas of economic and social development, and energetically attract high caliber personnel from overseas. We will set up a mechanism for diversifying ?mding for personnel training, so that the government, nongovernmental bodies, employers and employees all do their part. We will make full use of the basic role of market forces in allocating human resources, strive,Aa.etreate an institutional environment conducive to bringing forth talented people in large numbas atttL tapping their full potential, and make our country rich in human resources.
