Sex crimes by minors are increasing because of pornography and a breakdown in family values, a judge has said.
The number of juvenile cases involving prostitution, sexual abuse and rape has grown since 2002, records from Beijing's Haidian District People's Court showed.
Court Judge Wang Lijuan said 70 percent of the teenaged criminals, most 16 or 17, had not graduated from high school. About 60 percent came from broken homes.
In 2005 there were five cases of rape, compared with 11 last year, she said.
"More than 90 percent of the young criminals involved in rape cases admitted pornographic websites, books and films had influenced them," Wang said.
"Teenagers have plenty of curiosity but little self-control when exposed to obscene material."
Another factor behind the increase in sex crimes by minors is the earlier onset of puberty, Li Bian, deputy director of the AIDS Prevention Education Project for Chinese Youth, said.
A recent survey suggested the average age of puberty has dropped from 13 to 11.
"Parents should provide not only material security for their children, they also need to care them and be more enlightened when it comes to the proper transmission of sex knowledge," Wang said.
Li also called for more sex education classes and instruction in the law.
"Young people's knowledge of sex in China lags behind their physical growth," Li said. "Schools are the most important place for the prevention of sex crimes."
Tong Lihua, director of the minor protection law committee of the All China Lawyer's Association, called on the government to control the flow of pornography.
"Porn magazines and related publications should be destroyed and movies should be managed according to ratings," Tong said.
"All video shops renting out porn movies and illegal Internet cafes should be shut down."

海淀區(qū)法院法官王立娟說,70%的少年犯是十六七歲的中學(xué)生。其中約60%的人來自破裂家庭。
據(jù)她介紹,2005年,海淀區(qū)法院共受理了五起未成年人強(qiáng)奸案件,而去年則增加到了11起。
王立娟說:“在這些未成年人強(qiáng)奸案中,超過90%的被告人稱自己曾受到黃色網(wǎng)站、色情書刊和電影的影響。”
“青少年的好奇心很強(qiáng),自控能力較差,很容易受到色情資料的影響。”
中國青少年艾滋病防治教育工程的副主任李扁說,未成年人涉性犯罪案件不斷上升的另一個原因是早熟。
近日的一項調(diào)查表明,兒童進(jìn)入青春期的平均年齡從13歲下降到了11歲。
王立娟法官說:“父母不僅要給孩子提供物質(zhì)保障,還要關(guān)心孩子,并且應(yīng)對他們進(jìn)行適當(dāng)?shù)男詥⒚山逃!?/font>
李扁主任也呼吁學(xué)校要多開設(shè)性教育課程,普及法律知識。
他說:“中國年輕人對于性知識的掌握落后于他們的身體發(fā)育。學(xué)校是預(yù)防青少年性犯罪的最重要的陣地?!?/font>
全國律師協(xié)會未成年人保護(hù)法委員會主任佟麗華呼吁政府要控制色情資料流入文化市場。
她說:“色情雜志等相關(guān)出版物應(yīng)銷毀和取締,影視作品應(yīng)實行分級管理,所有出租黃色影碟的音像店和非法網(wǎng)吧都應(yīng)關(guān)閉?!?/font>
