Rod Driver, a Democratic representative, has said he will donate $100 to charity for every second former President George W. Bush withstands waterboarding, a notorious interrogation technique, the Daily Telegraph said Thursday. He also included former vice-president Dick Cheney and ex-Secretary of State Condoleezza Rice in the pledge. The Bush administration has denied waterboarding is a form of torture.(See photo)
