中共中央政治局常委、國(guó)務(wù)院總理李強(qiáng)于2024年10月8日主持召開(kāi)經(jīng)濟(jì)形勢(shì)專家和企業(yè)家座談會(huì)，聽(tīng)取對(duì)當(dāng)前經(jīng)濟(jì)形勢(shì)和下一步經(jīng)濟(jì)工作的意見(jiàn)建議。李強(qiáng)在座談會(huì)上強(qiáng)調(diào)，要抓緊落實(shí)好穩(wěn)經(jīng)濟(jì)一攬子增量政策，努力完成全年經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)任務(wù)。

Chinese Premier Li Qiang on October 8, 2024 called for efforts to promptly implement a raft of incremental policies to stabilize the country's economy, and strive to accomplish the annual economic and social development targets. Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks at a symposium with experts and entrepreneurs to hear their views on China's current economic situation and the next steps on economic work.

2024年10月8日，國(guó)新辦就“系統(tǒng)落實(shí)一攬子增量政策 扎實(shí)推動(dòng)經(jīng)濟(jì)向上結(jié)構(gòu)向優(yōu)、發(fā)展態(tài)勢(shì)持續(xù)向好”有關(guān)情況舉行發(fā)布會(huì)。據(jù)介紹，國(guó)家加力推出一攬子增量政策，包括五方面內(nèi)容：加力提效實(shí)施宏觀政策；進(jìn)一步擴(kuò)大內(nèi)需；加大助企幫扶力度；促進(jìn)房地產(chǎn)市場(chǎng)止跌回穩(wěn)；努力提振資本市場(chǎng)。

據(jù)發(fā)布會(huì)介紹，國(guó)家將加強(qiáng)財(cái)政稅收、貨幣金融、投資消費(fèi)、收入分配等宏觀政策的統(tǒng)籌協(xié)調(diào)和系統(tǒng)集成，強(qiáng)化政策工具協(xié)同創(chuàng)新，把握好政策實(shí)施的時(shí)度效，放大政策組合效應(yīng)。降低存款準(zhǔn)備金率，實(shí)施有力度的降息。保證必要的財(cái)政支出，加力支持地方開(kāi)展債務(wù)置換。同時(shí)，加大引資穩(wěn)資力度，進(jìn)一步擴(kuò)大自主開(kāi)放，修訂擴(kuò)大鼓勵(lì)外商投資產(chǎn)業(yè)目錄，推出新一批重大外資項(xiàng)目，實(shí)施更加開(kāi)放的過(guò)境免簽政策。在消費(fèi)方面，加大對(duì)特定群體的支持力度，結(jié)合“兩新”推動(dòng)大宗商品消費(fèi)持續(xù)擴(kuò)大，擴(kuò)大養(yǎng)老、托育等服務(wù)消費(fèi)。在投資方面，明年要繼續(xù)發(fā)行超長(zhǎng)期特別國(guó)債并優(yōu)化投向，加力支持“兩重”建設(shè)，將在年內(nèi)提前下達(dá)明年1000億元中央預(yù)算內(nèi)投資計(jì)劃和1000億元“兩重”建設(shè)項(xiàng)目清單。規(guī)范涉企執(zhí)法、監(jiān)管行為，建立支持小微企業(yè)融資的協(xié)調(diào)機(jī)制。加大房地產(chǎn)“白名單”項(xiàng)目貸款投放力度，運(yùn)用專項(xiàng)債券等支持盤活存量閑置土地。打通社保、保險(xiǎn)、理財(cái)?shù)荣Y金入市堵點(diǎn)，支持上市公司并購(gòu)重組。
