The General Administration of Customs' latest move of introducing 16 reform measures to promote high-quality development in processing trade will further enhance the role of policy guidance in supporting the gradual transition of industries within China, an official said Tuesday.
近日,海關(guān)總署出臺推動(dòng)加工貿(mào)易持續(xù)高質(zhì)量發(fā)展的16條改革措施。海關(guān)總署官員10月31日表示,這些改革措施將進(jìn)一步增強(qiáng)政策的引導(dǎo)作用,支持國內(nèi)產(chǎn)業(yè)逐步轉(zhuǎn)型。
These measures, such as supporting the processing trade of strategic commodities in the main import areas of China's central, western and northeastern regions, will leverage the resource advantages and industrial characteristics of these regions, said Huang Lingli, deputy director of GAC's commodity inspection department.
海關(guān)總署企業(yè)管理和稽查司副司長黃伶俐表示,改革措施將支持戰(zhàn)略商品在中西部和東北地區(qū)主要進(jìn)口地開展加工貿(mào)易。
The new policies encourage the import of energy and resource commodities such as crude oil, coal, natural gas, iron ore, copper concentrate and grains, Huang said.
結(jié)合這些地區(qū)的資源優(yōu)勢、產(chǎn)業(yè)特點(diǎn),支持原油、煤炭、天然氣、鐵礦石、銅精礦等能源性、資源性商品和糧食等大宗商品進(jìn)口。
Processing trade refers to the business activity of importing all, or part of, the raw and auxiliary materials from abroad, and re-exporting the finished products after processing or assembly by companies within the Chinese mainland.
加工貿(mào)易是指經(jīng)營企業(yè)進(jìn)口全部或者部分原輔材料,經(jīng)本土企業(yè)加工或裝配后,將制成品復(fù)出口的經(jīng)營活動(dòng)。
As a crucial component of China's foreign trade, Huang said processing trade plays a vital role in facilitating external openness, driving industrial upgrading, stabilizing supply chains, ensuring employment and improving people's livelihoods.
黃伶俐指出,加工貿(mào)易是我國對外貿(mào)易的重要組成部分,在促進(jìn)對外開放、推動(dòng)產(chǎn)業(yè)升級、穩(wěn)定產(chǎn)業(yè)鏈供應(yīng)鏈、保障就業(yè)、改善民生等諸多方面發(fā)揮重要作用。
China's processing trade amounted to 5.57 trillion yuan ($761.22 billion) between January and September of 2023, accounting for 18.1 percent of the country's total foreign trade value, data from GAC showed.

Experiments suggest that people who are angry perform better on a set of challenging tasks than those who are emotionally neutral.

“These findings demonstrate that anger increases effort toward attaining a desired goal, frequently resulting in greater success,” said Dr Heather Lench, the first author of the study.

The study, published in the Journal of Personality and Social Psychology, details how researchers at Texas A&M University conducted experiments involving more than 1,000 people, and analyzed survey data from more than 1,400 people, to explore the possible impact of anger on people in various circumstances.

In one experiment, students were shown images previously found to elicit anger, desire, amusement, sadness or no particular emotion at all.

The researchers say one explanation could be down to a link between anger and greater persistence, with the team finding those who were angry spent more time on the difficult set of anagrams.

In another experiment, participants who were angry did better at dodging flags in a skiing video game than those who were neutral or sad, and were on a par with those who felt amusement or desire.

However, no such differences in performance were found when it came to an easier video game.

One experiment suggested being angry increased the degree to which participants cheated on tasks compared with the other emotions – except amusement – while another experiment found anger was associated with lower reaction times on a task.

“People often prefer to use positive emotions as tools more than negative and tend to see negative emotions as undesirable and maladaptive,” Lench said. “Our research adds to the growing evidence that a mix of positive and negative emotions promotes wellbeing, and that using negative emotions as tools can be particularly effective in some situations.”
