為支持海南自由貿(mào)易港建設(shè)，進(jìn)一步提升離島旅客購物體驗(yàn)，自4月1日起，海南離島旅客免稅購物增加“擔(dān)保即提”和“即購即提”提貨方式。

Hainan province will add two methods for picking up offshore duty-free goods starting on April 1, according to an announcement on Tuesday by the General Administration of Customs, Ministry of Finance and State Administration of Taxation.

據(jù)海關(guān)總署、財(cái)政部和國家稅務(wù)總局周二發(fā)布的公告，自4月1日起，海南離島旅客免稅購物增加兩種提貨方式。

Tourists from outside Hainan who purchase duty-free goods in physical duty-free stores using a valid identity or travel documents and information on leaving the province can pick up their goods in the designated areas of airports, railway stations or wharfs, or choose delivery to their door.

離島旅客憑有效身份證件或旅行證件和離島信息在海南離島免稅商店購買免稅品時，除在機(jī)場、火車站、碼頭指定區(qū)域提貨，也可選擇郵寄送達(dá)。

To support the development of the Hainan Free Trade Port and further enhance the offshore duty-free shopping experience, tourists under the new trial policy will soon have two more options — "guaranteed pick-up" and "buy and pick-up". Customers who choose these two methods are required to leave Hainan within 30 days from the date of purchase.

為支持海南自由貿(mào)易港建設(shè)，進(jìn)一步提升離島旅客購物體驗(yàn)，自4月1日起，海南離島旅客免稅購物增加“擔(dān)保即提”和“即購即提”提貨方式。離島旅客使用上述兩種方式提貨，自購物之日起，離島時間不得超過30天（含）。

Tourists who purchase duty-free products with a unit price at and above 50,000 yuan before each departure from the island can choose the "guaranteed pick up" method, which means that in addition to paying for the goods, customers can pick up the goods on site after submitting a guarantee equivalent to the import tax on imported goods to Customs.

《公告》指出，離島旅客每次離島前購買單價超過5萬元（含）的免稅品，可選擇“擔(dān)保即提”方式提貨，離島旅客除支付購物貨款外，在向海關(guān)提交相當(dāng)于進(jìn)境物品進(jìn)口稅的擔(dān)保后可現(xiàn)場提貨。

If the customer wants to return the guarantee for the purchased goods when leaving the island, they need to apply to Customs for verification of the duty-free goods that have not yet been used or consumed, and submit the proof of purchase of the goods, along with valid identity or travel documents. After verification by Customs, if the duty-free goods submitted by the customer are consistent with the shopping information, the Customs will confirm the signature on the proof.

旅客離島時需要對所購商品退還擔(dān)保的，應(yīng)當(dāng)由本人主動向海關(guān)申請驗(yàn)核尚未啟用或消費(fèi)的免稅品，并提交免稅品購物憑證和本人有效身份證件或旅行證件。經(jīng)海關(guān)驗(yàn)核，對旅客交驗(yàn)的免稅品與購物信息相符的，海關(guān)在購物憑證上確認(rèn)簽章。

When purchasing duty-free goods in 15 categories listed in the annex list of the announcement, which includes cosmetics, perfume, sunglasses, clothing, silk scarves, shoes, hats, bags, before each departure from the island, customers can choose the "buy and pick-up" method for duty-free goods with a unit price of less than 20,000 yuan. After paying for the goods, they can pick up the goods on site, and Customs will not inspect the physical goods upon departure.

根據(jù)《公告》同步發(fā)布的《允許“即購即提”方式提貨的離島免稅商品清單》，化妝品、香水、太陽眼鏡、服裝服飾、絲巾、鞋帽、箱包等15種商品品種被列入其中。離島旅客可對單價不超過2萬元（不含）且在本公告附件清單內(nèi)的免稅品選擇“即購即提”提貨方式。離島旅客支付貨款后可現(xiàn)場提貨，離島環(huán)節(jié)海關(guān)不驗(yàn)核實(shí)物。

Duty-free goods purchased under these two new methods are classified as final commodities for consumers' personal use and must be carried off the island at once, the announcement said.

《公告》指出，使用“擔(dān)保即提”“即購即提”方式購買的離島免稅品屬于消費(fèi)者個人使用的最終商品，應(yīng)一次性攜帶離島。
